Identification needed to handle violations of social, unemployment and health insurance and better protect the interests of participants

On April 7, 2022, General Director of Vietnam Social Security (VSS) Nguyen The Manh chaired a meeting to listen to reports on the implementation of software to identify violations in the fields of social, unemployment and health insurance. Attendants of the meeting were Deputy General Director of VSS Le Hung Son; leaders of related subordinate units.
Since 2019, VSS has implemented the inspection and examination management software, creating a foundation for step-by-step renewal of inspection methods. In 2021, VSS developed 121 identification signs of 77 violations in the implementation of policies and laws on social, unemployment and health insurance. On that basis, it shall upgrade the inspection software, add data processing functions, identify serious violations in the fields of social, unemployment and health insurance.

At the meeting, the Inspectorate Department reported and presented a summary of the software upgrade implementation process. Accordingly, it followed the direction of the sector's leaders and coordinated with the relevant affiliated units to perform the tasks. Currently, the software has basically been in shape, serving the requirements in management such as regularly updating, analyzing data and giving warning indicators of signs of risk in the business; serving professional work such as selecting samples, proposing specific units and individuals that are the cause of risk signs (signs of violation), providing detailed data to control and handle the professional organization of inspection.
The software makes the most of the existing resources, data and infrastructure of the VSS industry. The scope of the software's data analysis is nationwide, provincial, district-level, blocks, employers, health insurance facilities, etc. It has been serving all levels from central to local levels, including: Heads of branches, leaders of units, leaders of provincial-level and district-level social security offices; people in charge of inspection work and other professional activities.
At the meeting, leaders of the IT Center, the IT Project Management Board, the Office gave opinions and explained the feasibility and technical solutions for the software. Deputy General Director of VSS Le Hung Son assessed that, with a very large and complete database in all fields of industry, the implementation of a software to synthesize, analyze and identify signs of violations in implementing policies on social, unemployment and health insurance is feasible. Deploying this software will be of great help to the VSS to improve the quality of inspection, step by step transforming from the traditional form of inspection into an electronic one.
Concluding the meeting, General Director of VSS Nguyen The Manh acknowledged and evaluated the efforts of the Inspectorate Department and related units in upgrading the inspection software, especially implementing the feature to identify violations in the field of social, unemployment and health insurance.

General Director Nguyen The Manh assessed that, in the past year, flexibly adapting to the situation of the Covid-19 epidemic, the inspection work of the Vietnamese social security industry has been gradually renewed. From big data sources, building an identity, and upgrading the software have helped the sector's inspection work gradually shift from the traditional method to the electronic one. The implementation of electronic inspection has increased productivity, efficiency, work quality and reduced human resources and time to conduct inspection groups, especially shortening the time of face-to-face sessions at the unit.
Regarding software to identify violations in the field of implementing policies on social, unemployment and health insurance, General Director Nguyen The Manh assessed that this is an important key in the implementation of electronic inspection of the sector. Therefore, research is needed, and the deployment requires a speed up to ensure the requirements of confidentiality, information and data safety; it is also needed to have connection and use of data with other professional management software and tools of VSS; it should be open, easy to update, supplement and enrich new signs of violations; design should meet future digital transformation trends; it should easily connect to information and data sources outside the industry; have an intuitive, lively and easy-to-use interface.
“Along with the development and fluctuations of the socio-economic, the signs and violations of social, unemployment and health insurance also witness changes, so the software must be "open" to be able to constantly update and catch up with reality; there are identification signs that are no longer suitable, but there are new signs that need to be added to enrich the identification signs of violations after each inspection session. In addition, the software must also have a mechanism for people and employees to acknowledge and reflect on their rights, promote their supervisory role, thereby along with the VSS contributing to better detection and protection of the rights of participants of social, unemployment and health insurance." - Manh said./.
