VSS working group members of Project No 6 told to accelerate progress

Viet Nam Social Security members of the working group in charge of implementing the Government’s Project No 6 have been told to accelerate their progress, simplify administrative procedures and create maximum convenience for people.

The project, named “Developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period”, was signed by Prime Minister Pham Minh Chinh on January 6.

Dao Viet Anh, Deputy General Director of Viet Nam Social Security(VSS), who is responsible for directing the project’s implementation at the agency, made the statement when he chaired a meeting on March 28 to assess the project’s implementation in March and issue solutions to continue implementing the project in the future.

Anh said the members of the working group have to quickly complete the provision of public services, including integrating the deduction of premiums when extending household health insurance cards; and paying unemployment allowances for people in April in the fastest way.

Besides, the Viet Nam Social Security members are also ordered to promptly remove difficulties and obstacles, completing the assigned tasks by the Government as scheduled.

A report by the working group shows that the agency has successfully connected with the national population database when the database began official operations.

The agency worked with the Ministry of Public Security to review demographic information relating to social insurance on the database.

As of March 25, about 39 million items of demographic information have been authenticated. The agency also shared over 9.3 million records of social and health insurance information with the national database on population.

The agency has cooperated with the Police Department for Administrative Management of Social Order under the Ministry of Public Security to authenticate citizens’ information on the national database on population through ID cards as well as synchronise ID card information with the agency’s database so that people could use ID cards and the e-identification app (VNEID) to replace printed health insurance cards for medical examination and treatment.

Accordingly, the information of 45 million ID cards needs to be authenticated. As of March 25, the number of ID cards that have been successfully authenticated is 30,411,956.

After 25 days of piloting the examination and treatment via health insurance with electronic-chip ID cards nationwide, there are now 2,646 medical facilities looking up health insurance card information by electronic-chip ID cards, and 14,730 successful searches have been made so far.

The agency’s IT Centre has sent an official dispatch to the Police Department for Administrative Management of Social Order to propose displaying information on social and health insurance on the VNEID app.

Notably, the agency has continued coordinating with the Government Office and relevant ministries to complete integrating the provision of public services such as integrating birth registration; permanent residence registration; providing health insurance cards for children under six years old; as well as integrating death registration; deletion of permanent residence registration; and funeral allowance.

The agency is working with the Government Office’s Administrative Procedures Control Department and the Police Department for Administrative Management of Social Order to connect and run the "authentication of household information" to serve the deductions of premiums in the renewal of household health insurance cards.

It is also completing the professional process and adjusting the software to meet the requirements of the deduction in the renewal of household health insurance cards.

The agency and the Government Office have made technical connections, providing the Application Programming Interface (API) to authenticate information and the status of participation in unemployment insurance to the National Public Service Portal.
