Integrating 25 essential public services into the national public service portal

On March 18, the Government Office held a nationwide online training conference on implementing a number of tasks and integrating 25 essential public services in the Prime Minister's Decision No. 06/QD-TTg (approve the project on developing the application of data on population, electronic identification and authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030) to the National Public Service Portal.
Minister, Chairman of the Government Office Tran Van Son, Deputy Head of the Government's Project Implementation Working Group said, after the conference to deploy the project to develop the application of population data, identification and authentication, e-service for the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) on January 18, 2022 and at the meeting on March 2, 2022, the Prime Minister assessed, this is a project directly related to strategic breakthroughs, benefits of the country, people and businesses.
The implementation of the Project is consistent with the National Digital Transformation Program, conducted on a large scale, with the coordination of many ministries, branches and localities, with high spillovers, essential benefits and long-lasting effect; people must be the center, the subject, the main resource and goal of development, efforts, innovation, and determination of ministries, branches and localities in the implementation of the project.
Project 06 includes 5 groups of utilities, with 5 groups of tasks and key solutions, in which utilities for handling administrative procedures and providing online public services are core content, creating a basis for and promoting the completion of other tasks of the Project. This utility and task are closely linked with the digitization of records, papers, results of administrative procedures as prescribed in Decree No. 107/2021/ND-CP of the Government (amended, supplemented with a number of articles of Decree No. 61/2018/ND-CP on the implementation of the one-stop-shop mechanism in handling administrative procedures) and the implementation of the Innovation Project in the implementation of the one-stop shop mechanism according to Decision No. 468/QD-TTg of the Prime Minister, towards the goal of people only having to provide information and papers once. This is an important and practical requirement, in order to help people immediately enjoy the results achieved by the national population database.

In order to carry out the assigned tasks according to the roadmap of the project, Minister Tran Van Son said that cadres and civil servants must be enthusiastic, fair-minded, professional and innovative, be the subject, central the heart of the digital transformation in general, and the implementation of the Project in particular. Son suggested that the members of the Project Implementation Working Group of the ministries, branches and localities pay attention to and direct the implementation of the tasks of the project; fully implement the contents and assign specific duties and responsibilities; consider this as a priority task of their agency, not the task of the police system or the Office of the Provincial People's Committee; timely review and adjust the Implementation Plan, not to miss any work in accordance with the direction of the Prime Minister.
Ministries, sectors and localities shall urgently and effectively complete online public services, especially the 25 essential public services to serve people and businesses identified in the project. The localities need to closely coordinate with the ministries assigned to take the lead and the Government Office for implementation and provide for the people; at the same time, monitor and supervise to ensure the actual and effective implementation, creating a premise for the replication of other public services.
Moreover, to renew the one-stop-shop mechanism in handling administrative procedures and digitizing dossiers, results of administrative procedures in receiving and handling administrative procedures; review and restructure the process of reducing, simplifying administrative procedures and organizing the integration, connection and sharing of population data between the National Population Database and the National Public Service Portal, ministerial and provincial-level information system for handling administrative procedures to serve the authentication and sharing of citizen information when carrying out administrative procedures on the principle of not requiring re-declaration of existing information in the National Population Database.
At the conference, the participants were guided by the representatives of the Administrative Procedures Control Agency (Government Office), the Police Department for Administrative Management of Social Order (Ministry of Public Security) to guide the assessment of the serving people and businesses in carrying out administrative procedures, providing fair services with real-time data; upgrade and deploy the information system for handling administrative procedures at ministerial and provincial levels; procedures and requirements for connection, integration with the National Population Database and solving problems during the implementation process.
