PM Chinh orders relevant agencies to speed up implementation of population database project

Prime Minister Pham Minh Chinh ordered relevant agencies to speed up the implementation of the Project on Developing the Application of Population Database, Electronic Identification and Authentication to serve the national digital transformation process during 2022-25, on the afternoon of March 2.

The project is expected to contribute to promoting digital transformation, building digital government, digital citizenship, digital economy; and helping managerial activities be more unified, centralised, transparent, convenient, economical and effective in many aspects.

The project was approved by the Prime Minister under Decision No 06/QD-TTg dated January 6.

PM Chinh, who is also the Chairman of the National Committee on Digital Transformation, made the statement when he chaired a meeting to review the progress and accelerate the implementation of the project.

After over a month of implementation, the project has achieved positive results, bringing benefits to people and businesses, he said.

He said that the project is directly related to strategic breakthroughs, benefits of people, businesses and the whole country.

So, it must have a shared database and it should be very flexible when implementing the project, he added.

PM Chinh also asked relevant agencies to conduct inspections of the implementation of 25 essential public services under the project.

It is necessary to identify the responsibilities of the head of the People's Committees of the provinces and cities in organising, implementing and directing the operation of the 25 essential public services.

He tasked the Ministry of Justice to co-operate with the Ministry of Public Security, the Government’s Office and relevant ministries to issue specific guidelines so that localities could quickly make a list of legal documents that need to be revised by May.

Besides, the justice ministry is told to be ready to carry out tasks related to civil status services (birth, death, marriage or changes of civil status information), he said.

The Ministry of Planning and Investment and the Ministry of Finance are assigned to issue urgent investment solutions and prioritise allocating funds for the project.

PM Chinh also told relevant agencies to focus on ensuring network security and system safety at the highest level in the implementation of the project; strengthen training and foster a team of qualified staff to perform the project. He also demanded frequently reviewing the project’s implementation.

Data synchronisation

After the online national conference was held on January 18 to kick off the project, the ministry of public security has co-operated with Viet Nam Social Security to complete the data synchronisation of 36 million health insurance cards to the national database of population and citizen identification so that citizens only need to bring their identification card when going to a doctor.

The ministry has also issued electronic identification accounts for citizens nationwide since February 25 in combination with the issuance of citizen identification cards.

It has successfully connected data of insurance from Viet Nam Social Security; data of personal tax identification numbers from the Ministry of Finance; data of students from the Ministry of Labour, Invalids and Social Affairs and data of electricity users from Vietnam Electricity (EVN).

The National Population Database System is ready to analyse and provide basic information about the population to serve the policy-making decisions for socio-economic development.

The ministry of public security and the Government office have proactively performed their duties as the standing role of the Working Group, which is in charge of the project’s implementation, to promote ministries, sectors and localities in implementing the tasks under the project.

As of February 28, 40 ministries, sectors and localities have issued their plans to implement the project.

The ministry of public security and relevant agencies have accelerated the progress of the implementation of 25 essential public services under the project.

The ministry has also co-ordinated with 25 large enterprises to implement the tasks of the projects. The ministry provides the identification of people through citizen identification cards with electronic chips at transaction counters of some banks.

In the meantime, the Government office has issued guidance on integration, connection and sharing between the national population database and the National Public Service Portal, the ministerial- and provincial-level administrative procedure information system to serve the authentication and share citizen information when carrying out administrative procedures that do not require re-declaration of the available information in the National Population Database.
