Ensure occupational safety, prevent occupational diseases, contributing to achieving the goal of sustainable development by 2030

That is the goal set out in Resolution No. 19/NQ-CP dated February 16, 2022 on the National Program on occupational safety and health for the period 2021-2025, in order to continue implementing the direction of Party and State.

The overall goal of the program is to take care of improving working conditions; preventing occupational accidents and occupational diseases, taking care of workers' health; ensure the safety of life for workers, property of the State, property of enterprises and organizations, contributing to the sustainable development of the country.
The specific goals by 2025 are: on an average annual basis, reduce the frequency of fatal occupational accidents by 4%; an average annual increase of 5% in the number of employees receiving occupational disease examination; 5% of establishments have their working environment monitored.
Over 80% of employees doing occupations and jobs with strict requirements on occupational safety and health are trained on occupational safety and health; 80% of people in charge of occupational safety and health are trained in occupational safety and health.
Over 80% of people suffering from occupational accidents and diseases are entitled to compensation and benefits according to the provisions of law.
The key tasks and solutions to implement the program include: perfecting the system of policies and laws and improving the capacity of inspection, examination and supervision, and provision of public services on occupational safety and health; strengthening information, propaganda and training to raise awareness on occupational safety and health; promoting research, advice and support to improve working conditions, prevent occupational accidents and occupational diseases; enhancing international cooperation activities; program management, monitoring and evaluation.
The Government requests to promote research and application of science and technology in occupational safety and health; supporting the implementation of models of safe technical solutions to prevent and combat dangerous and harmful factors in industries and occupations with high risk of occupational accidents and occupational diseases (exploitation and mineral processing, metallurgy, chemicals, construction and some other industries and occupations); strengthen consultation on measures and models to improve working conditions to small and medium-sized enterprises, craft villages, cooperatives, farmer households doing occupations and jobs with high risk of occupational accidents, occupational diseases.
Support the implementation and application of occupational safety and health management systems in enterprises, production and business establishments and craft villages that are at high risk of occupational accidents and diseases, step by step build a safety culture at work, meeting international standards on occupational safety and health management system (ISO 45001 - 2018).
Strengthen leadership, direction and coordination of all levels, branches from central to local, between relevant agencies, political and social organizations, industry associations, enterprises and NGOs in implementing the program's goals.
Encourage and create conditions for businesses, organizations and individuals at home and abroad, and countries to participate and contribute resources and experiences to the implementation of the Program; proactively implement measures to improve working conditions, manage and assess occupational safety and health risks.
Develop and implement action programs to implement the national program on occupational safety and health; integrate program activities with other projects and programs in the field of labor.
Effective use of resources for program implementation; coordinate and integrate the program's resources with existing resources (health insurance fund, occupational accident and disease insurance fund, etc) and socialization sources./.
