VSS and Public Security Ministry strengthen cooperation in insurance-related crime prevention and control

Vietnam Social Security (VSS) and the Ministry of Public Security on January 21 held a signing ceremony on co-operation in protecting national security, ensuring social order and safety and fighting crime related to social insurance, health insurance and unemployment insurance.

Over the years, units under the ministry and VSS have cooperated regularly, closely and effectively in many fields, especially in internal political security protection, crime prevention and control, law promotion, interdisciplinary inspections, exchanging of specialised databases as well as implementing regimes and policies over social insurance and health insurance for police officers and their relatives.

Notably, from 2017 to 2021, the two agencies coordinated on interdisciplinary inspections at nearly 6,000 units and medical examination and treatment facilities, proactively preventing, detecting and promptly cracking down on violations, especially acts of fraud and profiteering in the fields of social insurance, health insurance and unemployment insurance.

In 2021, the two agencies successfully connected and shared the national database on population and the national database on insurance. As a result, about 33 million items of citizen information have been shared between the two agencies for authentication, contributing to promoting the digital government, digital economy and digital society in Viet Nam.

Under the newly-signed co-operation regulations between the VSS and the Ministry of Public Security, co-operation activities would focus on seven items:

(1) Exchange and provide information and documents related to the work of ensuring security and order according to the functions, duties and powers of the Ministry of Public Security and Vietnam Social Insurance. (2) Ensuring internal political security, cyber security and state secrets in agencies and units under the VSS; coordinate in building the national database on social insurance and population. (3) Ensuring security and safety for important events organised by the VSS. (4) Implement regimes and policies on social insurance, health insurance and unemployment insurance for officers and soldiers of the People's Police, public security workers, people working under labor contracts and their relatives. (5) Fight against crime and illegal acts. (6) Building a movement calling on all people to protect national security. (7) Cooperate in personnel work and training; organise the inspection, revision of the implementation of the regulation.

Speaking at the signing ceremony, General Director of VSS Nguyen The Manh said he would like to thank the Ministry of Public Security for its support and assistance in the achievements that Viet Nam's social insurance industry has made in recent years.

Manh emphasised that the connection and sharing of data with the national population database helped the VSS to deploy their work more conveniently, quickly and accurately as it boosted administrative reform, reducing procedures, time and costs for citizens when participating in and enjoying social insurance, health insurance and unemployment insurance regimes; improving the accuracy and capacity of data-based management; facilitating electronic inspection and testing; limiting fraud and profiteering in paying social insurance, health insurance and unemployment insurance.

To effectively implement the regulation, Manh requested VSS units, the social insurance agencies of provinces and centrally-run cities to closely follow the contents of the regulation, and closely coordinate with local public security forces.

At the ceremony, Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, said that due to the heavy impacts of the Covid-19 pandemic, many businesses would have to stop operating, even dissolve or go bankrupt, thus insurance payment evasion, debt payment, delayed payment of social insurance, health insurance, unemployment insurance and other relevant problems could increase.

The "post-COVID-19" crime is complicated, including crimes related to misappropriation and profiteering of social insurance, health insurance and unemployment insurance funds, Ngoc said, adding that tightened co-operation between the two agencies would "create an important mechanism and corridor.”

The Deputy Minister said that units needed to regularly inspect and evaluate the results of coordination so that any difficulties and problems could be solved.

 VSS staff are awarded the medal for “Protecting national security” by the Ministry of Public Security.

On this occasion, under the authorisation of Minister of Public Security General To Lam, Deputy Minister Nguyen Duy Ngoc awarded the medal "Protecting national security" to 12 officials of the Vietnam Social Security for their many contributions to the cause of protecting national security.

The signing ceremony is organised online, connecting branches and units of VSS and Ministry of Public Security across the country.
