Social insurance agencies in localities strive to fulfil set targets and tasks

In order to complete the workload in the last two months of the year, social insurance agencies in localities have spared no efforts in fulfilling the set targets and tasks, focusing on effectively implementing Resolution No 68/NQ-CP, Resolution No 116/NQ-CP and other regular tasks of the sector.

Social Insurance Agency of Dong Nai Province:

In order to complete the workload in the last two months of the year, the Social Insurance Agency of Dong Nai Province is speeding up the implementation of set tasks, focusing on effectively implementing Resolution No 68/NQ-CP, Resolution No 116/NQ-CP and other regular tasks of the sector.

According to Director of the province’s Social Insurance Agency Pham Minh Thanh, the province had 2,525,519 participants in social insurance and health insurance as of the end of September, down 94,862 people in comparison with 2020. Of which, 2,515,132 people participate in health insurance with a coverage rate of 82.2 per cent, 8.8 per cent lower than the set target; 571,817 people participate in compulsory social insurance; and 10,387 people participate in voluntary social insurance. Collection of social insurance and health insurance reached VND15,652 billion, fulfiling 64.9 per cent of the set target.

As one of localities that suffered the most from the impacts of the COVID-19 pandemic, most businesses in the province had to suspend operations so there was a huge number of workers suspending payment for social insurance, affecting the collection of the province’s Social Insurance Agency. As a result, the collection in the remaining months of the year depends on the production and business situation of enterprises. “The province’s Social Insurance Agency asked for speeding up collection and closely following the operation of businesses in order to have proper solutions," Thanh said.

A recent survey showed positive signs as many businesses in Dong Nai have resumed operation so demand for labour is quite high. In October alone, businesses needed to employ around 30,000 workers. The figure is estimated to increase to 50,000 by year-end, so the Employment Service Centre of Dong Nai has worked with some localities to welcome workers back to work.

The Social Insurance Agency of Dong Nai has recently proposed the provincial People’s Committee to consider and balance the budget to submit to the provincial People’s Council to approve a Resolution on additional support for health insurance premium payment in 2022 for around 580,000 students with a total amount of VND93 billion; and for 7,700 nearly-poor households and multi-dimensional poor households; as well as for groups of households working in the field of agriculture, forestry and fisheries with average living standards.

The Resolution will help buy health insurance cards for vulnerable groups, including elderly people (over 9,900 people aged 70-79 with total funds of over VND7.9 billion); households from ethnic minority groups (around 65,000 people with total funds of over VND52 billion); and households facing difficulties due to COVID-19.

The agency has also focused on dealing with policies supporting workers following Resolutions No 116 and 68. The agency has so far reduced contributions to the Unemployment Insurance Fund for 9,620 units with 755,800 labourers in 12 months with estimated total amount of VND653 billion.

As many as 810,000 workers received financial assistance from the Unemployment Insurance Fund following Resolution 116.

Social Insurance Agency of Hai Phong City:

The Social Insurance Agency of Hai Phong City has basically fulfilled set targets on compulsory social insurance as of October and the rate of health insurance participants is also high, according to deputy director of the agency Nguyen Van Thanh.

The number of compulsory social insurance participants in Hai Phong reached 449,245 at present, equivalent to 100.06 per cent of the set target for 2021, increasing by 27,441 people in comparison with 2020.

As production and business activities of businesses face many difficulties, the achievements of the Social Insurance Agency of Hai Phong have been highly appreciated.

Thanh said Hai Phong has an advantage of being a green zone and is one of a few localities less affected by the pandemic so production and business activities are stable. However, there are still certain difficulties. Businesses in Hai Phong were also impacted when the pandemic affected labour supply as well as the supply chain of materials and goods. By implementing different measures, the Social Insurance Agency of Hai Phong has strived to increase the number of compulsory social insurance participants and promptly fulfiled the set targets for 2021.

The number of social insurance participants in Hai Phong reached 42.33 per cent of the labour force, equivalent to 472,069 people.

The number of health insurance participants reached 1,841,292 people, equivalent to 99.62 per cent of the set target.

Collection of social insurance, health insurance and unemployment insurance premiums reached 78.7 per cent of the set target.

The agency is striving to fulfil remaining targets for the year. It aims to exceed the set target of insurance premium collection by 1-2 per cent and complete the target ahead of schedule by 2-3 days.

Deputy director Thanh said the city would soon fulfil the set target of health insurance as the collection of health insurance premiums for students will increase. However, voluntary social insurance will face more difficulties with 22,820 participants at present, equivalent to 70 per cent of the set target. The agency will implement stronger measures to fulfil the set targets, according to Thanh.

The city is also speeding up the provision of support for workers from the Unemployment Insurance Fund. As of November 9, the Social Insurance Agency of Hai Phong provided support for 332,095 workers who participate in unemployment insurance and 19,280 people who are reserving unemployment insurance premium payments with a total amount of over VND843.2 billion.

Social Insurance Agency of Mong Cai City:      

The Social Insurance Agency of Mong Cai City has sped up administrative reform and application of information technology in its operation, creating favourable conditions for people.

Nguyen Thi Cu, from Hai Hoa Ward, visited the Social Insurance Agency of Mong Cai City to complete procedures on having her health insurance card reissued. She was carefully guided to install and use the VssID app to deal with the procedures. In just a few minutes, she had a new health insurance card. “This was the first time I came here to do the procedures so I did not know what to do. Fortunately, an officer from the Social Insurance Agency helped me. I found the procedure to reissue health insurance cards to be very fast,” she said.

Like Cuc, it took Tran Tuyet Nhung who is in charge of human resources of Long Thanh Company, just a few minutes to deal with policies for the company’s workers. “Officials of the Social Insurance Agency often discuss with us via Zalo or Facebook about how to prepare dossiers for workers, so we do not have to wait when we come to the agency to deal with procedures. I am very pleased with their services,” she said.

With the motto of continuously improving service quality, in recent years, the Social Insurance Agency of Mong Cai City has renewed service methods to create favourable conditions for units, businesses and residents in participating and benefiting from social insurance and health insurance policies.

Particularly, the application of information and technology has helped to deal with administrative procedures accurately and promptly. The city so far has 682 out of 694 units and businesses conducting e-transactions. By the end of October, 27,806 people had installed the VssID app, fulfilling 97 per cent of the set target.

Director of the Social Insurance Agency of Mong Cai City Bui Dieu Ngoc said in the future, the agency would continue to speed up the reform of administrative procedures; and improve service quality to build the image of friendly and responsible social insurance officials, thus helping to strengthen people’s trust in the social insurance sector of Viet Nam./.
