Accordingly, the program has the following targets:

• Maintain under 4% unemployment rate in the cities; under 2% underemployment rate in the rural area;
• Support employees of the enterprises in the key economic region, localities with economic zones, industrial zones, high-tech zones to work and participate production and business recovery; especially support aimed to attract provincial employees back to work;
• Support on buiding, developing safe production model to create suitable jobs and stable income to employees….​​​

• Build and deploy policies on supporting employees to ensure social security, attract employees back to work
• Support employers to recover, develop business production as well as create jobs for employees;
• Educate, enhance employee’s working quality to adjust the requirment of market recovery and development;
• Support on connecting employment demand-supply;
• Develop synchronized, modern, wholesome and stable labor market in order to manage and use human resource effectively.
