Joining hands to address the difficulties Currently, Hanoi has 23,246 people joining voluntary social insurance, while the city has more than 1.572 million labourer in the informal sector. At the same time, the city has nearly 2 million people not covered by health insurance, most of who are in rural areas. The expansion of voluntary social insurance and household health insurance is facing many difficulties, requiring not only efforts of the social insurance sector but also coordination of other agencies, sectors and organisations.

During the eighth session of the National Assembly's Committee on Social Affairs in Hanoi on April 23 morning, congressmen discussed and questioned social insurance policy, the use and management of social insurance fund for 2017. They mentioned the adjustment of pension for female workers that took effect on January 1, 2018 in accordance with the Social Insurance Law 2014, under which nearly 3,000 female workers have their pension lowered, down 6-10 percent compared to social insurance payees that retired in 2017. The issue has been of public concern over the past time.

"Relevant ministries and sectors need to continue to strictly manage and use the social insurance fund, especially the fund’s investment must ensure safety and comply with legal regulations. At the same time, regulations on the settlement of social insurance debts of enterprises that suspended operation, dissolved, went bankruptcy or whose owners ran away should be issued soon to solve policy for labourers,” said Nguyen Thuy Anh, head of the National Assembly’s Committee for Social Affairs.
