Children will be granted a temporary health insurance card code without a birth certificate for medical examination and treatment from March 1, 2021

The Ministry of Health has just issued Circular 30/2020/TT-BYT issued by the Ministry of Health guiding measures to implement a number of articles of Decree 146/2018/ND-CP on health insurance.

Accordingly, Clause 1, Article 10 of this Circular stipulates: if the child is entitled to the health insurance benefits after birth under the provisions of the Law on Health Insurance, but has not yet been issued a health insurance card by the social insurance agency due to the lack of procedures for birth certificate, the medical facility shall write the code of the temporary health insurance card, including the following contents:

- Object code: the symbol is TE;

- Code of health insurance benefit rate: the symbol is number 1;

- Code of province or centrally-run city: prescribed in Decision 124/2004/QD-TTg where the mother or legal guardian resides or where the medical facility is headquartered, for where an infant is unclaimed or abandoned at a medical facility;

- Medical identification code: prescribed in Decision 2153/QD-BYT 2020.

Thus, children who are born even without a birth certificate are also issued a temporary health insurance card code.

The inscription in the medical record for medical examination and treatment and transfer of electronic data for management and assessment, payment of medical examination and treatment expenses covered by health insurance for newborns without a real full name shows as follows:

- If the infant has a mother or father: write the name of the mother or father;

- If the infant does not have a mother or father but has a guardian: write the full name of the guardian;

- If the infant is unclaimed or abandoned at the medical facility: write the name of the medical facility that is taking care of him/her.

The Circular will take effect from March 1, 2021.
