The purpose of the Plan is to concretize the tasks and solutions on administrative procedure reform related to the component of "Social insurance payment", contributing to the reaching the goal of raising the index ranking of "Taxes and social insurance payment" in 2020 from 7 to 10 steps. At the same time, promote electronic payment, striving to reach 50% of pensioners, social insurance, burial, survivors, etc. by 2021 using non-cash payment facilities in urban areas. Promote the implementation of online public services at level 4 of social insurance and public services on the basis of connecting and sharing data between Vietnam Social Security and related industries.

To carry out the tasks: Continue to implement administrative procedure reforms related to the component of "Social insurance payment" in order to improve the index ranking of “Taxes and social insurance payment" according to the objectives set by the Government; Standardize data information and advocacy solutions, encourage the development of pensioners and social insurance benefits through means of non-cash payment; Accelerate the IT application and connect and exploit databases of ministries and branches to seamlessly carry out administrative procedures; Effectively deploying communication activities and assessing the satisfaction of the people, organizations and enterprises with respect to the services of the sector, Vietnam Social Security requires its affiliated units and the social insurance bodies of provinces and cities directly under the Central Government shall specify the work content, ensuring the schedule, quality and enhance responsibility. Continue to improve information technology infrastructure, database and interconnected software system in registration for participation and settlement of social insurance, health insurance and unemployment insurance regimes to improve effectiveness and efficiency in serving people and businesses. In addition, there should be effective coordination between internal and external units in implementing the task.
