Mode of providing medical services covered by health insurance to be changed in 2019

Prime Minister Nguyen Xuan Phuc has just signed off on the Government's overall program on thrift practice and waste combat in 2019.

It states that funding allocation from the State budget’s regular spending will continue to be directed towards supporting health insurance participants instead of medical establishments, along with implementing the roadmap of calculating correctly and fully the prices of pharmaceuticals and medical supplies, and changing the mode of medical services provision between the social insurance agency and medical examination and treatment facilities.

The Government's overall program on thrift practice and waste combat in 2019 aims to make substantial changes in awareness and specific outcomes in the work; and implement concerted solutions to improve the efficiency of thrift practice and waste combat in all areas of socio-economic life, thus contributing to increasing resources to realise growth targets, develop the economy, stabilise people’s life and ensure social security.

Accordingly, the practice of thrift and waste combat is carried out in all fields in accordance with the Law on Thrift Practice and Waste Combat, focusing on the management and use of the State budget’s funding for regular expenditures, the efficient use of State funding for education and training tasks, the mobilisation of the involvement of all sectors and resources for developing the healthcare system, and the continued reform of the organisation and management of public non-production organisations for higher efficiency of their operation.

Regarding the mobilisation of all sectors and resources to develop the healthcare system, a number of specific solutions will be carried out, including gradually shifting funding allocation from the State budget’s regular expenditures to people participating in health insurance instead of medical examination and treatment facilities, in combination with the process of correctly and fully calculating the prices of pharmaceuticals and medical supplies. The mode of providing medical services between the social insurance agency and medical examination and treatment facilities will be changed in the direction of applying service prices, in the same way as placing orders, and State management agencies’ assigning plans to medical establishments. The mechanism for calculating service prices and health insurance payment will be built in the direction of the State budget and health insurance ensuring payment for services at the basic level and service users paying for the excess costs.
