Vietnam Social Security: Addressing Bottlenecks and Accelerating Efforts to Meet Social Security Targets in the Final Months of the Year

On October 8th , Vietnam Social Security (VSS) held a system-wide coordination conference to review the results of tasks performed in September 2026 and roll out key tasks for October and the fourth quarter of 2026. VSS General Director Le Hung Son chaired the conference.
Overview of the conference
In his opening remarks, Mr. Le Hung Son stated that, in September 2026, VSS continued to closely follow the directives of the Government, the Prime Minister, and the Ministry of Finance, implementing a range of coordinated measures to best serve the citizens and workers. Thanks to proactive leadership and management, the key targets for expanding participation and collecting social insurance (SI), unemployment insurance (UI), and health insurance (HI) contributions all maintained positive growth momentum.
Notable achievements in social security, administrative reform, and resolving grassroots-level difficulties
According to the report presented at the conference, by the end of September 2026, the total number of SI participants nationwide had reached 22.64 million. Of these, 20.05 million participated in compulsory SI (an increase of 183,000 people compared to August 2026 and 1.14 million people compared to 2025), while 2.59 million participated in voluntary SI (an increase of 46,000 ppl compared to August 2026). The number of UI participants reached 18.06 million ppl, an increase of 179,000 ppl compared to August 2026. For HI, the total number of participants reached 98.64 million, an increase of more than 356,700 ppl compared to August 2026 and 1.4 million ppl compared to the end of 2025.
The Cumulative amount collected for SI, UI, HI contributions across the entire system reached 516 trillion VND, equivalent to 82.6% of the target assigned by the Prime Minister. The amount of Overdue contributions was 19.32 trillion VND, equivalent to 2.83% of the total contributions due.
Along with contribution collection, the processing and payment of social security benefits were carried out fully and promptly. Over the first 9 months, social security offices processed monthly SS benefits for 78,955 new beneficiaries, and over 7.11 million people received sickness, maternity, and convalescence and health rehabilitation. Notably, the number of people receiving lump-sum SI benefits fell by 17.32% compared to the same period in 2025, (reaching 541,538), reflecting workers' confidence in long-term social security policies. In HI, healthcare facilities nationwide received approximately 147.76 million HI-covered medical examinations and treatments, with total estimated costs of 133.306 trillion VND.
Financial management and fund investment continued to ensure safety and efficiency. Cumulative investment in Government bonds reached VND 194,570.2 billion VND, equivalent to 102.4% of the annual plan approved by VSS Board of Commissioner. Meanwhile, for the October 2026 payment period, covering more than 3.56 million monthly SI beneficiaries, the proportion receiving payments through cashless methods reached nearly 96%.
At the conference, administrative procedure reform, digital transformation, and specialized inspections were asessed as important highlights. In September, VSS submitted proposals to reduce and simplify data-based administrative procedures and issued guidance on implementing administrative procedures under the one-stop and integrated one-stop mechanisms. VSS continued implementing Project 06 of the Government, focusing on the digital transformation of personal identification numbers to replace SI numbers in professional software systems.
To protect workers' rights and address delayed and evaded contributions, VSS issued Official Letter No. 3654/BHXH-QLT, assigning provincial and municipal social security offices to classify and definitively resolve cases involving each group of violating entities. By the end of September, the entire system had issued inspection decisions for 7,553 entities, requiring the recovery of contributions from 60,710 workers who had not enrolled or had underpaid, total neally 179.38 billion VND, and simultaneously recovering 396.4 billion VND in delayed or evaded contributions. .. The rate of resolution of petitions, feedback, and complaints reached 96%.
Regarding implementation of the 2026 work program, social security offices has completed 14 out of the 18 tasks assigned by the Ministry of Finance, with the remaining four in progress and still within the prescribed deadlines. Under the sector's key work program for 2026, 12 out of 19 tasks has been completed, while two overdue tasks related to online public services and technical regulations on data structure are currently being addressed ,. The system also recorded 28 recommendations and issues raised by local social security offices, which are being actively reviewed and referred to the relevant ministries and sectors for consideration and resolution.
Accelerating efforts to meet targets, discussing solutions to overcome bottlenecks, and completing tasks in the final 3 months
At the conference, leaders of units under VSS, provincial and municipal social security offices, and grassroots-level social security offices focused on discussing and assessing bottlenecks encountered during task implementation process. They also proposed numerous solutions to ensure completion of the 2026 work program.
Director Le Hung Son called on the entire system to continue reforming its management methods in a more specific and consistent manner, from task assignment to performance evaluation, ensuring “clear responsibilities, clear tasks, clear deadlines, and clear results”. Resources should be focused for tasks that have the potential to fall behind schedule, fail to be completed, or directly affect the legitimate rights of participants. At the same time, supervision of official duties should be strengthened, with bottlenecks proactively identified and addressed to improve the effectiveness of task implementation at the grassroots level.
In professional operations, provincial and municipal social security offices should continue to focus on expanding coverage, increasing participation, and improving the quality of contribution collection management; ensuring the full and timely settlement of SI & UI benefits; and strengthening the management and control of HI-covered medical examination and treatment costs. They should also promote administrative reform and digital transformation, while effectively exploiting and utilizing data to better serve the public and businesses. Financial and asset management, inspections, citizen reception, information and communications, & personnel organization must also be implemented in a coordinated manner and closely linked to the reponsibilities of the heads of agencies.
The VSS General Director requested the entire system to continue promoting solidarity, responsibility, innovation, and creativity; improving the quality of emulation and commendation activities; and being determined to successfully fulfill all targets and tasks assigned for 2026, thereby contributing to the effective implementation of the Party's and State's social security policies./.
