Deputy Director General of VSS Tran Dinh Lieu chaired the conference.

The conference focused on reviewing the results of contribution collection and participant coverage expansion in the first eight months of the year; exchanging experiences and solutions from the grassroots level; and reaching agreement on tasks and orientations for the remaining months of the year, with a continued focus on renewing thinking and methods of implementation and striving to fulfill the targets assigned for 2026.

Speaking at the conference, Deputy Director General Tran Dinh Lieu assessed that, based on preliminary data, the implementation of contribution collection and participant coverage expansion across the entire system had shown many positive changes compared with the same period in 2025. Recently, VSS has focused on reviewing and finalizing guiding documents and implementation procedures, gradually establishing a consistent basis for contribution collection and participant development throughout the system.

Notably, many important contents have been finalized, including regulations on the creation of electronic SI books and HI  cards; procedures for organizing, assigning and decentralizing the implementation of tasks; and regulations related to the activities of organizations supporting participant development. In addition, the development of expenditure norms for remuneration paid to organizations supporting participant development and the completion of guidelines on the management and utilization of data sources have also provided additional foundations for localities to proactively organize implementation.

Mr. Tran Dinh Lieu emphasized that the requirement at the current stage is to continue putting the finalized regulations and procedures into practice in a synchronized manner, linking responsibilities to each task, each unit and each locality. Implementation needs to stay closely connected to the local level, ensure effective data management, clearly identify target groups, and promptly adopt appropriate solutions to retain and develop participants.

Positive Results

Reporting at the conference, Mr.Phan Van Men, Head of the Contribution Collection and Coverage Expansion Department, said that during the first eight months of 2026, the provision of policy advice, development of documents and professional guidance continued to be implemented, contributing to establishing a basis for the consistent organization of contribution collection and participant development throughout the system.

As of August 31, 2026, participant development targets continued to achieve positive results. The number of SI  participants reached 22.408 million, equivalent to 97.1% of the assigned target; of which, compulsory SI  participants reached 19.865 million, equivalent to 98% of the target. The number of unemployment insurance participants reached 17.886 million, equivalent to 98.7% of the assigned target; the number of HI participants reached 98.286 million, equivalent to 99.1% of the assigned target. These results continued to demonstrate that the scale of participation in insurance policies has been maintained at a high level, creating an important foundation for the entire system to continue fulfilling the assigned targets in the remaining months of the year.

Contribution collection also recorded notable results. Cumulative collections through August 2026 reached VND 452.006 trillion, equivalent to 66.3% of the target assigned by VSS and 72.3% of the target assigned by the Prime Minister; August collections alone reached VND 55.760 trillion, exceeding the target assigned by VSS for August by VND 27.6 trillion. The management and reduction of late payment arrears continued to receive attention; the rate of late-payment amounts stood at 2.80% of total amounts due, down 0.53 percentage points from the same period in 2025. Notably, in August, all provinces and centrally governed cities achieved the VSS-assigned target for reducing outstanding SI contribution arrears.

According to the plan, from now until the end of 2026, the entire system will strive to increase the number of SI participants by an additional 661.9 thousand, including 397.2 thousand compulsory SI participants and 264.6 thousand voluntary SI participants; increase the number of HI  participants by an additional 881.8 thousand; and strive to reduce the rate of late payment and evasion of contributions to below 2.5%.

Focusing on Solutions and Strengthening the Exploitation of Potential Capacity

At the participating sites, representatives of several provincial and municipal VSS agencies shared the situation regarding contribution collection and participant development in their localities; exchanged approaches appropriate to different target groups; and proposed several solutions to address difficulties encountered during implementation. The discussions focused on effectively utilizing potential data sources, strengthening coordination with Party committees, local authorities, departments, sectors and relevant entities; and promoting the role of organizations supporting participant development, thereby retaining existing participants and continuing to expand SI and HI coverage.

On the basis of opinions from localities, representatives of professional units under VSS discussed, provided guidance on and clarified matters within their respective areas of responsibility, contributing to the consistent application of implementation methods and timely support for localities in carrying out tasks related to inspection, information technology applications, communication and participant support; contribution collection and participant development…

In the remaining months of the year, provincial and municipal social security offices will continue to closely monitor their respective localities, clearly assign tasks according to the “6 clearly defined” principle, review potential data, assign additional voluntary SI and HI targets to organizations supporting participant development, and focus on implementing HI for pupils and students in the 2026–2027 academic year.

Renewing methods and determination to fulfill tasks

Deputy Director General requested that the entire system continue to renew its thinking and methods of implementation; promote proactivity and close engagement at the grassroots level; gain a firm understanding of localities and target groups; effectively utilize data sources; and clearly identify groups with development potential.

He also requested that provincial and municipal social security offices continue to promote their advisory role to local Party committees and authorities; strengthen coordination with departments, sectors, commune-level People’s Committees and organizations supporting participant development. During implementation, it is necessary to clearly define the person responsible, the task, the responsibility, the timeline, the result and the authority, while regularly monitoring progress and promptly adjusting solutions in accordance with each locality and target group.

Regarding inspection, information technology, communication and participant support, Mr. Tran Dinh Lieu requested that units continue to coordinate closely to ensure that tasks are implemented synchronously. Inspection activities should focus on localities, units and target groups requiring attention; information technology should continue to be effectively utilized to support management and administration; and communication and participant support activities should closely follow actual needs, contributing to retaining participants and expanding policy coverage.

Deputy Director General emphasized that from now until the end of the year, there remains a large volume of tasks to be carried out, while the time available for implementation is limited. Therefore, the entire system needs to promote a proactive and responsible spirit, closely coordinate, focus on targets where gaps remain, and effectively tap into development potential in each locality, striving to fulfill the 2026 targets for SI, HI and unemployment insurance contribution collection and participant development.
