VSS implements new regulations on collection and coverage expansionin SI, HI, UI

On the morning of June 16, 2026, Vietnam Social Security (VSS) organized an online conference to implement Decision No. 366/QD-BHXH dated April 29, 2026, on promulgating the process for collecting social insurance (SI), health insurance (HI), and unemployment insurance (UI) premiums, and for issuing SI books and HI cards, and Decision No. 458/QD-BHXH dated June 5, 2026, on promulgating the criteria and conditions for selecting organizations to support the development of SI, HI, UI participants. Mr. Tran Dinh Lieu, Deputy Director of VSS, chaired the conference.

Overview of the conference

The conference was held online, connecting to the social security offices of provinces, cities, and grassroots levels nationwide. Its purpose was to disseminate and uniformly implement the new contents of Decision No. 366/QD-BHXH and Decision No. 458/QD-BHXH, contributing to enhancing the effectiveness of premium collection, management, and participant development for SI, HI & UI across the entire system.

Enhancing the Effectiveness of Premium Collection and Participant Management

At the conference, a representative from the Contribution Collection and Coverage Expansion Department introduced the key contents of Decision No. 366/QD-BHXH dated April 29, 2026, issued by the Director of VSS, on promulgating the process for collecting SI, HI, and UI premiums and issuing SI books and HI cards.

This document holds significant importance in standardizing and unifying the operational procedures for premium collection and participant management within the entire VSS  system. It also specifies the provisions of the 2024 Law on SI, the amended Law on HI, and their guiding documents.

The new process clearly defines the responsibilities of SI offices at all levels, employers, agencies responsible for managing individuals participating only in HI, organizations supporting participant development, and participants themselves. These responsibilities cover the registration, declaration, information management, payment, and settlement of procedures related to SI, HI, UI.

A key feature of this process is the enhanced application of information technology, the expanded use of electronic transactions, and the standardization of participant data, ensuring synchronized connectivity with VSS’ databases, and relevant national databases. This streamlined approach contributes to improved management efficiency, reduced time for administrative procedures, and greater convenience for citizens, businesses, and organizations in implementing SI & HI policies

The unified deployment of this new process not only enhances the efficiency of collection management but also strengthens transparency and accountability, minimizing errors in execution. Furthermore, it establishes a foundation for social security offices  at all levels to proactively monitor, manage, and utilize data to expand participation in Si, HI, UI in the future.

Improving the operational efficiency of organizations supporting coverage expansion.

A significant aspect discussed at the conference was Decision No. 458/QD-BHXH dated June 5, 2026, issued by the Director of VSS. This decision outlines the criteria and conditions for selecting organizations that support the development of participants in SI, HI, UI.

According to this decision, the selection process is based on specific criteria regarding legal status, organizational capacity, human resources, facilities, IT infrastructure, the ability to perform tasks, and other regulatory requirements.

The establishment of these unified criteria provides a basis for local authorities to select, sign agreements with, and manage the operations of participant development support organizations in an open and transparent manner, ensuring quality and effectiveness.

Representatives from specialized units of VSS analyzed and clarified the new aspects of the decision, provided guidance for local implementation, and addressed numerous concerns regarding the assessment of capabilities, management of operations, and the inspection and supervision of these support organizations.

Delegates attending the Conference assessed that the issuance of Decision No. 458/QD-BHXH will contribute to improving the operational efficiency of coverage expansion support organizations, creating conditions for these organizations to better promote their role in communicating, and supporting people to participate in SI & HI

During the discussion session, representatives from social security offices of several provinces and cities shared practical experiences in coverage expansion for SI & HI. They also reported on difficulties and obstacles encountered during coordination with object development support organizations, and proposed solutions to enhance the operational efficiency of these organizations in the coming time.

many delegates focused on increasing the application of digital technology in participant management, improving the quality of communication work, building a staff with appropriate knowledge and skills, and strengthening inspection and supervision to ensure implementation is in line with regulations and achieves high efficiency.

Representatives from the specialized and professional departments of VSS directly addressed issues within their purview, provided specific guidance for each group of problems, and received recommendations from localities for further research and refinement during implementation.

Implementing the new regulations uniformly and consistently throughout the entire system.

Speaking at the Conference, Deputy Director General of VSS, Tran Dinh Lieu, emphasized that Decision No. 366/QD-BHXH and Decision No. 458/QD-BHXH are important documents that directly impact the collection, management, and coverage expansion in SI, HI and UI  in the current period.

To ensure the new regulations are implemented uniformly and synchronously throughout the system, the Deputy Director General of VSS requested that social security offices of provinces and cities, grassroots offices, and related units promptly study and fully grasp the content of the two decisions. They were also asked to proactively develop implementation plans suitable for the actual local situation. Furthermore, the Deputy Director General urged for strengthened training and professional guidance for frontline staff, timely identification and resolution of emerging difficulties and obstacles, and assurance of the rights and benefits of participants and policy beneficiaries.

Emphasizing the urgent need to accelerate digital transformation, the Deputy Director General of VSS proposed that units continue to effectively leverage the participant database. This involves intensifying the application of information technology contribution collection and participant management, thereby enhancing the quality of public service delivery and the service provided to citizens and businesses.

Regarding the development of participants in SI & HI, Mr.Trần Đình Liệu requested that localities maximize the role of organizations supporting coverage expansion. This includes strengthening coordination, guidance, inspection, and evaluation of the operational quality of these organizations. Furthermore, it is crucial to continuously innovate communication content and formats, diversify approaches to reach citizens, and effectively utilize digital platforms for communication and outreach activities to raise awareness and build consensus in implementing SI & HI policies.

He urged the entire system to sustain a spirit of responsibility, proactivity, and creativity in their implementation efforts. The aim is to ensure the effective deployment of new regulations, contributing to the improvement of contribution collection and coverage expansion for SI, HI, UI ultimately working towards the achievement of assigned social security objectives.
