On the morning of May 22, 2026, Vietnam Social Security (VSS) Director Le Hung Son chaired the May 2026 Monthly Review Conference to evaluate the results of April 2026 tasks, and to implement the directions and key tasks for May 2026 and the following months. The conference was attended by the heads of units under and affiliated with VSS.

Overview of the conference

According to the report presented at the conference, in April 2026, VSS continued to closely follow the directives of the Government and the Ministry of Finance; proactively implemented a series of comprehensive and coordinated measures in the implementation of Social Insurance (SI), Unemployment Insurance (UI), and Health Insurance (HI) policies; and focused on reviewing and addressing bottlenecks and emerging difficulties to ensure the progress and quality of task completion.

Notably, the premium collection and participant development for SI, HI, UI continued to achieve positive results. As of the end of April 2026, the number of SI participants reached 21.73 million people, an increase of 182,000 people compared to March 2026 and 206,000 people compared to the same period in 2025. Of this total, compulsory SI participants numbered 19.19 million people, and voluntary SI participants reached 2.54 million people.

The number of UI participants reached 17.19 million people, an increase of 145,000 people from the previous month. The number of HI participants reached 98.1 million people, an increase of 458,000 people compared to March 2026 and 712,000 people compared to 2025.

Alongside the expansion of SI, UI, HI  coverage, contribution collection also achieved notable results. The total accumulated collection for SI, UI, HI by the end of April 2026 reached 211.3 trillion VND, equivalent to 31% of the plan assigned by VSS. SI collections amounted to 148.3 trillion VND; collections for UI and Occupational Accident and Occupational Disease Insurance were 12.8 trillion VND; and HI collections were 50.1 trillion VND. The rate of delayed payments for SI, UI, HI accounted for 2.76% of the amount due.

In terms of policy implementation, VSS has continued to direct the entire system to fully and promptly resolve benefits for participants and beneficiaries. As of the end of April 2026, the entire system has settled monthly SI benefit for 25,290 new recipients; nearly 275,000 recipients of lump-sum social insurance benefits; over 2.47 million beneficiaries of sickness benefits; over 446,000 cases of maternity benefits; and nearly 97,000 cases of convalescence and health rehabilitation benefits.

Regarding UI policies, the entire system has resolved unemployment benefit claims to nearly 170,000 people and vocational training support to over 3,500 workers. The cumulative number of HI-covered medical examinations and treatment visits and treatments reached over 61.1 million cases. Total social security expenditures amounted to 113.1 trillion VND; UI expenditures reached 5.7 trillion VND; and HI expenditures reached nearly 54 trillion VND.

In terms of direction and administration, VSS has organized numerous thematic conferences and professional training sessions to promptly disseminate new legal provisions and resolve difficulties and obstacles arising in practice. Several important conferences were held, including: the Conference of the Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06; the nationwide online conference to assess the implementation of HI policies and inspection work for Q1/2026; and training conferences on the implementation of SI and UI policies.

VSS also continues to emphasize the spirit of enhancing the responsibility of leaders, tightening administrative discipline and order; strengthening the monitoring and evaluation of the progress of tasks for each unit and individual based on concrete work results; and resolutely rectifying situations of working perfunctorily, lacking responsibility, and ensuring no position remains inactive or ineffective" affecting the overall task progress of the entire system.

In terms of contribution collection and participant development, VSS has focused on reviewing and completing the processes for contribution collection, issuance of SI books, and HI cards in accordance with new regulations, linked with information technology application and simplification of administrative procedures. On April 29, 2026, VSS issued Decision No. 399/QĐ-BHXH, accompanied by the process for collecting SI, UI, HI contributions, and for issuing SI books and HI cards, to improve management efficiency and shorten the processing time for individuals and businesses.

Regarding the implementation of HI policies, VSS has proactively addressed difficulties and obstacles in settlement of HI -covered medical examination and treatment costs. They have guided local social security offices to review and determine expenditures exceeding projected HI-covered medical treatment costs. Concurrently, the VSS has organized the payment of HI examination and treatment costs exceeding the estimated budget and total payment limits for the period 2018-2022 and for 2023, as directed by the Government and the Ministry of Finance.

Communication and support for participants continue to be implemented flexibly and effectively through various diverse methods, closely aligned with key tasks. Notably, VSS has focused on intensifying communication to support the "Month for Mobilizing Participation in SI in 2026, with many practical contents directed towards grassroots levels to disseminate the significance, role, and humanitarian significance of SI, HI policies to the public and workers. Central press agencies have published and broadcast approximately 1,219 news articles, reports, and features on SI, HI, UI policies. The VSS's Electronic Information Portal has published 145 news articles and official documents, attracting over 12 million visits. Social media platforms have posted around 140 communication products, attracting tens of thousands of followers and interactions.

In terms of administrative procedure reform, IT application, and digital transformation, the VSS continues to focus on reviewing and perfecting the national insurance database and effectively implementing tasks according to the Government's Project 06.

To date, the entire system has verified over 100.2 million citizen information records in the database managed by the VSS. 100% of health insurance medical facilities nationwide have implemented examinations and treatments using chipped citizen identity cards. More than 2.7 million interconnected administrative records have been processed to support the issuance of health insurance cards for children under 6 years old, and to process burial and death benefits.

At the conference, leaders of VSS affiliated units focused on discussing and clarifying existing shortcomings, limitations, and difficulties encountered during task implementation. They also proposed numerous solutions to enhance the effectiveness of contribution management, participant development, settlement of policy entitlements, HI  cost control, digital transformation acceleration, and improving the quality of services for citizens and businesses.

Concluding the conference, Director General of the VSS, Mr. Lê Hùng Sơn, directed that amidst a large workload and increasingly high task requirements, the entire system must continue to closely follow the directives of the Government and the Ministry of Finance. He emphasized the need for maintain strong focus on key tasks for May 2026 and the coming period. Furthermore, he stressed the importance of continuously promoting initiative and innovation, enhancing administrative discipline and order, and focusing on resolving difficulties and obstacles during task implementation to resolutely achieve all assigned targets and tasks for 2026.

Among the key priorities are reviewing the progress of premium collection and the expansion of participation in SI, UI and HI schemes; proactively contributing opinions to the draft Law amending and supplementing a number of articles of the Law on SI; finalizing criteria for warning indicators for abnormal increases in HI-covered medical examination and treatment costs on the HI Assessment Information System; and continuing to address difficulties in settling HI medical expenses at the local level.

At the same time, efforts will be stepped up to strengthen specialized inspections and internal audits; accelerate the integration and provision of online public services; develop, standardize, and enrich data resources; and fast-track the digital transformation roadmap, while effectively implementing Resolution No. 57-NQ/TW and Project 06.

Mr.Le Hung Son stressed that the entire system must continue to enhance its sense of responsibility and strengthen coordination among units. He emphasized that no tasks should be delayed or left unresolved for prolonged periods, and that emerging difficulties and obstacles must be proactively addressed at the grassroots level, with the determination to comprehensively fulfill all targets and assigned tasks for the second half of 2026, thereby contributing to social security and providing better services for citizens and businesses.
