Viet Nam Social Security operates the national social insurance database, moving towards the deployment of full-online public services nationwide.

As the agency entrusted with operating the National Social Insurance Database, Viet Nam Social Security manages a large-scale data system covering almost all participants and beneficiaries of social insurance and health insurance policies nationwide. By the end of 2025, Viet Nam Social Security system had verified over 100.2 million citizen records, including 99.59% of those participating in and benefiting from social insurance, health insurance, and unemployment insurance. This database is continuously enriched by Viet Nam Social Security with the criteria of "accurate, complete, clean, and live".

Currently, Viet Nam Social Security system is connected to approximately 13,000 medical services facilities and many other digital service platforms, creating an interconnected data ecosystem that effectively serves the resolution of procedures related to health insurance, medical services and social security benefits.
In 2025, Viet Nam Social Security system received 123.7 million records, of which more than 113.5 million were processed electronically, accounting for 91.81% of the total. In addition, Vietnam Social Security reviewed 25 administrative procedures in the areas of contribution collection, benefit payment, and settlement of social insurance and health insurance benefits, ensuring a minimum 30% reduction in processing time and 30% reduction in compliance costs as required by the Government. Viet Nam Social Security also completed the standardization of forms, document components, business processes, and data, especially for 8 key administrative procedures serving the implementation of 82 essential administrative procedure groups in 2025.
Viet Nam Social Security’s breakthrough achievements in administrative reform and digital transformation in 2025 and its capacity for implementation accumulated over many years, along with the data platform, flexible operating model, have created a solid foundation for deploying full online public services, ensuring all transactions are quickly, accurately and transparently carried out.
On March 16, 2026, Ha Noi officially launched 10 full online public services on social insurance and health insurance, allowing organizations, businesses, and citizens to carry out procedures entirely electronically, from submitting documents, making payments (if any) to receiving results online or via public postal services, without direct paper documents submission. This is an important step in the process of promoting administrative procedure reform and digital transformation to improve the quality of service for citizens and businesses in the field of social security in the capital city, and it is also served as an important prerequisite for applying the model nationwide in the future.
The implementation and operation of the full online public services for social insurance, health insurance, and unemployment insurance is not only an advancement in administrative procedure reform, but also a clear evidence of the transition from a management mindset to a service mindset. It also demonstrates the central and consistent role of Viet Nam Social Security in creating and operating a digital service ecosystem to serve citizens and businesses, ensuring continuity as directed by the Government in Decree No. 118/2025/ND-CP on implementing administrative procedures under the one-stop and integrated one-stop mechanisms at the One-Stop Service Center and the National Public Service Portal./.
