Minimum voluntary social insurance premium be unchanged under new multidimensional poverty measure

On Dec 12th 2025, the Government issued the Decree No. 351/2025/NĐ-CP issuing National multidimensional poverty standard for the 2026–2030 period including the adjustment of rural poverty standard. The important base identifies the minimum voluntary social insurance (SI) premium.
Taking effect from Feb 15th 2026, the Decree No. 351/2025/NĐ-CP regulates to increase rural poverty line with VND 2,200,000 per person per month instead of VND 1,500,000 per person per month.

Under the 2024 Law on Social Insurance’s Clause 2, Article 31, income based voluntary social insurance contribution is at least equal to rural poverty line at most 20 times the reference level at contribution time.
Therefore, the minimum voluntary SI premium shall be increased under new poverty line. However, the Decree 351/2025 details that multidimension poverty continues being deployed in 2022-2025 under Decree 07/2021/NĐ-CP’s Article 3 from Jan 1at 2026. Therefore, in 2026, rural poverty line is still VND 1,500,000/person/month. Therefore, minimum income based voluntary social insurance contribution in 2026 is still VND 1,500,000/month.
The premium is calculated under the following formula: 22% x VND1.500.000 = VND 330.000/month.
However, instead of paying full premium, the voluntary social insurance participant shall not pay full premium because the State provides financial support calculated as percentage of minimum voluntary insurance, as follows:
-50% (VND 165,000) for participants from poor households, and those living in island or special region as prescribed by the Government and the Prime Minister.
- 40% (VND 132,000) for participants from near-poor households. - 30% (VND 99,000) for participants who are ethnic minorities.
- 20% (VND 66,000) for other participants.
Besides, several provinces and cities issue policy on supporting participation premium from local budget to encourage local people to participate voluntary social insurance. Therefore, the participant only
pay a small remaining premium each month while accumulating participation period to qualify for pension in the future.
