10 region social security offices to operate from April 1st: Participants and Beneficiaries’ right on social and health insurance be continuosly and adequately ensured

Vietnam Social Security (VSS) system consistently ensures the full and uninterrupted provision of social insurance (SI), health insurance (HI), and unemployment insurance (UI) benefits for participants and beneficiaries in accordance with regulations and simplified and reformed procedures. As of April 1, 2025, 10 region Social Security offices have officially commenced operations under the new organizational structure.

According to Official Dispatch No. 115/BHXH-TCCB issued on March 19, 2025, by VSS, the 10 region social security offices have met the requirements for infrastructure, technical facilities, information technology, and operational procedures, enabling them to officially operate from April 1, 2025. These include:
VSS Director Lê Hùng Sơn requires region social security offices to ensure the timely work implementation from the initial phase of the organizational restructure
The organization restructure aims to improve implementation efficiency and enhance service for the people and businesses as VSS transitions to a new organizational structure, as stipulated under Decision No. 391/QĐ-BTC issued on February 26, 2025 by the Minister of Finance, defining the functions, responsibilities, and organizational structure of Vietnam Social Security under the Ministry of Finance.
VSS affirms that the entire system has ensured the adequate and continuous right of SI, HI and UI participants, and UI benefits for participants and beneficiaries in compliance with regulations. The organization is committed to preventing any disruptions or impacts on the people’s benefits during the transition.
From the first days of official operation on April 1, 2025, the 10 region social security offices have swiftly implemented activities, focusing on delivering the best benefits to social, health and unemployment participants and beneficiaries.
With the consistent viewpoint “Continuous Commitment to Serving People and Businesses”, VSS prioritizes expansion of participants and beneficiaries. The VSS system is committed to ensuring that the restructure does not disrupt or affect participants’ and beneficiaries’ rights.
According to VSS statistics for the first three months of 2025, the estimated number of SI participants nationwide reached 18.821 million, an increase of 1.496 million people (8.63%) compared to the same period in 2024. This includes:
17.072 million compulsory SI participants (increase: 7.53%). 1.749 million voluntary SI participants (increase: 20.74%). The number of UI participants is estimated 15.357 million, an increase of 1.192 million (8.42%) compared to 2024.
The number of HI participants is estimated 92.104 million, an increase of 2.004 million (2.22%) compared to 2024.
New monthly pension and SI benefit premiums enjoyment has also increased, estimated to rise by 28.12% compared to the same period in 2024, reaching 19,638 beneficiaries. The turn of enjoyment of sickness, maternity, convalescence, and health recovery benefits is estimated at 2,463,004, an increase of 2% compared to 2024.
These figures affirm that despite changes in the organizational structure, VSS remains stable and ensures the timely and full right of benefits for participants and beneficiaries.
Region XXII Social Security Office Officially Operates from April 1, 2025
On April 1, 2025, Minister of Finance Nguyễn Văn Thắng, Chairman of VSS Board of commissioners, held a working session with VSS. The Minister urged VSS to promptly stabilize the organization of its affiliated units and region social security offices to ensure the seamless implementation of SI, HI, and UI policies, maximizing benefits for participants and beneficiaries without disruption.
VSS Director Lê Hùng Sơn also reported the implementation result and affirmed the commitment to mobilizing all resources to ensure timely and full pension and SI benefits payment, even in the early stages of restructuring.
VSS commits to closely monitoring the implementation, promptly address any obstacles that may arise, and ensure the effectiveness of the new organizational structure while prioritizing the stability and protection of participants’ and beneficiaries’ rights.
From April 1, 2025, 10 region social security offices officially operate under the new structure. The remaining 25 region social security offices are expected to operate under the new structure by June 1, 2025 after the completion of infrastructure, procedural setups, and personnel arrangements.
