Digital Transformation of Vietnam Social Security industry in 2024: Practical Benefits for participants and policy beneficiaries

In recent years, Vietnam Social Security (VSS) industry has vigorously and comprehensively implemented digital transformation solutions on social , health insurance and unemployment insurance. With three key focuses enhancing digital transformation awareness; developing digital infrastructure, digital data, and ensuring information security and safety; and promoting the provision of public services in the digital environment, the industry’s digital transformation efforts have brought practical benefits to citizens and businesses, getting recognition and support from the Government and the People.
Closely following the leadership and directives of the Government and the Prime Minister, VSS has actively and vigorously implemented digital transformation, achieving remarkable results and significant.
VSS’ Digital transformation in 2024: Practical benefits for participants and beneficiaries
Through digital transformation and the application of information technology, the number of administrative procedures, paperwork, forms, dossiers, and processing time in the industry has been minimized; electronic transactions have been enhanced, enabling citizens and businesses to interact and conduct transactions with social security offices 24/7.
VSS is one of seven agencies that have fully completed the plan to simplify administrative procedures and citizen documents related to population management. According to statistics from the Administrative Procedure Control Agency (Government Office) in 2024, Vietnam Social Security ranked third among ministries and industries in the Citizen and Business Service Index for administrative procedures and online public service provision, as per Decision No.
With the advantage of a large and continuously enriched database system, Vietnam Social Security has focused its resources and necessary conditions to vigorously promote the application of information technology and digital transformation across all areas of its operations. In particular, alongside the entire political system, Vietnam Social Security has proactively and effectively fulfilled its assigned tasks under Project 06. The tasks and solutions in accordance under Decision No. 06/QĐ-TTg dated January 6, 2022, by the Prime Minister (Project 06), specifically:
Proactively and actively coordinating with relevant ministries and industries, Vietnam Social Security has worked to develop and enrich the National Insurance Database. In 2024, the industry verified more than 99.6 million personal records in its managed database with the National Population Database, including approximately 89.6 million people currently participating and benefiting from social, health and unemployment insurance policies—accounting for 98.9% of total participants.
Vietnam Social Security continues to collaborate with the Ministry of Public Security and Ministry of Health to implement various initiatives, such as: enabling the use of Citizen Identity Cards (CIC) and the national digital identification application (VNeID) for health insurance-covered medical services; integrating data on driver’s health checkups, birth certificates, and death certificates from healthcare facilities; expanding the electronic health record system; and applying biometric technology at medical facilities and social security offices at all levels.
Continuing to coordinate with relevant ministries and industry, Vietnam Social Security is working to two integrated administrative procedure groups: Birth registration – permanent residence registration – health insurance card issuance for children under six years old, and Death registration – permanent residence deregistration – funeral expense support and funeral benefits. This integration enables citizens to visit only one location - the one-stop service unit at the commune level People’s Committee to submit their applications and receive all three results simultaneously.
Vietnam Social Security has also proactively made public services available on the National Public Service Portal, including: Voluntary social insurance participation registration, Registration and issuance of health insurance cards for individuals participating only in health insurance, and Lump-sum social insurance benefit processing.
Notably, as of now, 100% of health insurance covered medical facilities nationwide have implemented health insurance medical services using chip-based CIC, more than 163.98 million visits have been recorded where CIC was used instead of a health insurance card for medical procedures; helping reduce processing time and administrative procedures, improve service quality for citizens, and enhance the efficient management and utilization of the health insurance fund.
In promoting cashless payments for social security benefits, by the end of 2024, approximately 80% of beneficiaries in urban areas receive social and unemployment insurance benefits via personal bank accounts (exceeding the target by 20% compared to the Prime Minister’s directive in Decision No. 1813/QĐ-TTg).
The nationwide implementation of monthly social insurance benefit payments via personal bank accounts has seen remarkable progress, rising from 40% in March 2024 to 77.7% by December 30, 2024. Several localities have achieved high rates of beneficiaries receiving monthly social insurance payments through personal accounts, such as Ha Nam (99.99%), Ha Tinh (99.5%), Hanoi (99.2%), Hai Phong (98.6%), and Hung Yen (97.1%). However, some provinces have yet to make significant progress in increasing the proportion of beneficiaries receiving payments via personal accounts, including Bac Kan (41.9%), Cao Bang (39.7%), and Thanh Hoa (39.3%).

The VssID – Digital Social Insurance application has marked a significant milestone in the digital transformation of VSS industry. After more than four years of operation, an increasing number of users recognize its benefits, significance, and role. VssID not only provides information, lookup services, and access to online public services related to social, health and unemployment insurance, but also enables employees to monitor their employers' compliance with social insurance contribution obligations, helping prevent abuse and fund misappropriation. With its practical features, VssID has now attracted over 37 million users and has received highly positive feedback and appreciation from the public.
The achievements in digital transformation and the implementation of Project 06 have brought about “groundbreaking changes” across all activities of the sector, laying the foundation for building Vietnam Social Security on a digital platform in alignment with the Digital Government strategy, help fulfill the requirements for ensuring national social security, reducing time and costs for organizations and individuals in transactions with social security offices; ministries, industries, and localities benefit from data connectivity, access, and sharing with the National insurance database, enhancing accuracy and data-driven management capabilities while enabling more effective electronic inspections and audits. Vietnam Social Security continues to rank among the top four ministries and industries in the national digital transformation index, contributing to improved public administration efficiency and better protection of citizens' rights. This serves as both a foundation and a driving force for Vietnam Social Security to successfully carry out its future tasks./.
