Vietnam Social Security launches the Japanese version of VssID- Digital Social Insurance application

In the framework of the Dialogue Conference between Vietnam Social Security (VSS) and Japanese FDI enterprises on implementing social and health insurance policies in the Northern region in 2023; VSS has launched the upgraded Japanese version of the VssID application.

VSS’ General Director Nguyen The Manh said: VSS put VssID- digital social security into use since 2020. This is breakthrough in applying IT to provide public services in VSS’ digital transformation process following the roadmap on building Vietnam's Digital Government. VssID is an electronic transaction application on mobile devices for individuals that helps the people easily look up information, participate and enjoy social and health insurance regimes with various utilities to save time and costs for the people and businesses.

 “With the desire to effectively introduce and spread this digital product to Japanese businesses, VSS has designed, built and shall launch the Japanese version of VssID to help Japanese have the opportunity to access and experience the features and utilities of the VssID application, thereby, creating widespread dissemination to management levels and employees in Japanese enterprises investing and doing business in Vietnam." Manh affirmed.

By September 2023, more than 32 million people have registered, installed and used VssID to look up information and perform electronic transactions with the Social Security Office, including many Vietnamese workers working at Japanese businesses. I hope that you will satisfy with VSS’ digitalized product and hope to receive comments for VSS to continue improving the features and utilities of VssID to better meet the needs of customers, people and businesses, including Japanese businesses.

 According toVSS, currently, VSS is serving more than 2,100 Japanese FDI enterprises with collection amounts accounting for more than 13% of the total social insurance revenues of FDI enterprises in Vietnam, Japanese experts and employees working in Vietnam also accounts for a relatively large proportion of the total number of foreign workers in Vietnam.

 In addition to multilingual features are added, updated and increasingly perfected, the digital VssID-Digital Social Insurance application has been added and updated with new features such as: 7 online public services are on the application. Health insurance card image on the digital VssID-Social Insurance application is used for HI medical examination and treatment instead of HI cards. Information about contribution time of labor units is provided so that employees can proactively grasp information and their right is protected. Providing the VssID application  feature with the VNeID electronic identity account to help employees more conveniently use the application. 

VSS data shows that as of end-September, Vietnam had 24,141 FIEs participating in social insurance, or 5.45% of the total of 442,632 participating businesses. Social insurance covered 4.62 million staff of FIEs, of whom, 547,117 were employed by 2,112 Japanese FIEs, down 1% and 10% year-on-year, respectively.

Regarding Japanese FIEs, in January-September, the VSS paid indemnification of VND8.55 trillion ($347.8 million) to 489,141 people for healthcare and maternity support, VND13.41 trillion to 247,932 people as they left the system, and retirement allowance of VND7.6 billion to 1,426 people.

As of September 20, Japan was the third biggest foreign investor in Vietnam with 5,203 licensed projects and total registered capital of $71.34 billion, according to the Ministry of Planning and Investment. The top two are South Korea with $83 billion and Singapore with $72.98 billion.

 Recently, VSS has made efforts to deploy synchronous solutions on IT applications to reform administrative procedures, and has provided 100% of level 4 online public services integrated on the Government’s National Public Service Portal; rapid digital transformation in each professional stage helps the people, businesses, and employees easilly access and fully enjoy benefits; VSS has put the digital VssID-Digital Social Insurance application into use, makes transactions on mobile device platforms for individuals and the Japanese version is launched. 
 VSS designed, built and launched VssID-digial Social Insurance in Japanese version in order to pervasive the effectiveness of this digital product to Japanese enterprises. At the same time, this application helps Japanese to access and experience digital VssID’s functions and ultilities, which pervasive to management levels and employees in Japanesee enterprises operating business investment in Vietnam. At the same time, VSS’ effort on digital transformation shall bring more and more utilities, create the favorable conditions for the people, enterprises participating and doing transaction with social security office.

He noted that the social insurance coverage has been broadened with a rise of more than 1.3 times over 2015 to nearly 33 percent of the workforce in 2020. The ratio of social insurance engagement also increased to about 91 percent in 2020 from 76.5 percent in 2015.

He held that the number of subscribers of the app will increase quickly as more than 60 percent of the population are using smartphones which are becoming more affordable recently.

Through the app, employees can directly monitor their employers’ payment of social, health and unemployment insurance, thus ensuring their legitimate rights, he said.

The Government leader asked the VSS to continue adding more public services as well as the online payment into the app, while ensuring cyber security and private information safety for users.

According to VSS General Director Nguyen The Manh, amid the flooding situation in the central and Central Highlands regions, the VSS and the Ministry of Health are working together to pilot the use of health insurance cards’ image on VssID in smartphones to replace the paper ones, thus facilitating local people’s medical checkups and treatment./.
