Setting goals to reach 37%-38% of the workforce in the age group participating in social insurance in 2022

In the period of 2022 - 2023, the Vietnam's social security industry sets out the key task of proposing to the Government and relevant ministries and branches to prescribe a health insurance support package for people and employees in difficult circumstances due to the impact of the pandemic to ensure the right to access health insurance services.

Previously, on February 28, 2022, Vietnam Social Security (VSS) issued Decision 171/QD-BHXH on promulgating the Action Program of the VSS to implement Resolution 11/NQ-CP dated January 30, 2022 of the Government.

The task is to closely follow the guidelines and policies of the Party, resolutions of the National Assembly and the Government; the goals, tasks and solutions stated in Resolution No. 11/NQ-CP associated with the annual socio-economic development plan and the COVID-19 prevention and control program of the National Steering Committee on Covid-19 Prevention and Control in the period of 2022-2023; timely implement policies and solutions to adapt flexibly, safely, and effectively control the Covid-19 epidemic; socio-economic recovery and development, ensuring social security for the people.

VSS supports people facing difficulties due to the Covid-19 pandemic.

Also, to consider including Covid-19 in the list of group B infectious diseases to ensure a balance between the use of the state budget and the health insurance fund.

In addition, VSS will continue to review, reduce and simplify administrative procedures, complete the payment management process of social and unemployment insurance benefits to reduce time, documents, and administrative fees and upgrade service quality; to promote the payment of pensions, social insurance benefits and unemployment benefits through non-cash payment means via banks; develop a roadmap and assign targets for social security agencies of provinces and cities to mobilize and encourage beneficiaries to receive pensions, social insurance benefits and unemployment benefits through non-cash payment means.

In 2022, the goal is to reach about 37%-38% of the workforce in the age group participating in social insurance, about 31% of the workforce in the age group participating in unemployment insurance, the rate of participation in health insurance reaching 92% of the population. In 2023, the goal is to reach about 40.2% of the workforce in the age group participating in social insurance, about 31.7% of the workforce in the age group participating in unemployment insurance, the rate of participation in health insurance reaching 93.2% of the population. To promote electronic payment, strive to reach 60% of people receiving social insurance and unemployment insurance benefits by the end of 2025 using non-cash payment means in urban areas;

Strengthen the application of information technology in receiving, settling and returning results of administrative procedures.

To continue to restructure business processes, strengthen the application of information technology in receiving, settling and returning results of administrative procedures; implement solutions in the direction of reducing the number of administrative procedures, time and costs for people and businesses; promote the application of online public services, provide 100% of online public services at level 4 on the public service portal between the VSS and on the national public service portal on the basis of data connection and sharing between VSS and related organizations and units; Ensure records, papers and results of administrative procedure settlement received during the year are digitized, data are connected and shared for administrative procedure settlement according to Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government amending and supplementing a number of articles of the Government's Decree No. 61/2018/ND-CP dated April 23, 2018 on the implementation of the one-stop-shop mechanism in handling administrative procedures;

Along with that, to complete the targets and plans according to the roadmap related to digital transformation in the implementation of Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister approving the "National Digital Transformation Program by 2025, with a vision to 2030" in sync with the implementation of administrative reform./.
