According to WHO, Social Health Insurance (SHI) is a form of financing and managing health care based on risk pooling. SHI pools both the health risks of the people on one hand, and the contributions of individuals, households, enterprises, and the government on the other. Thus, it protects people against financial and health burden and is a relatively fair method of financing health care. Desirable though it is, not many least-developed and low-middle-income countries have succeeded in adequately expanding coverage of SHI. Most countries rely primarily on tax-funded finance, which is also relatively fair.

On November 6th, 2024, Vietnam Social Security (VSS) issued the Document No. 3977/BHXH-PC in response to Vietnam Law Day for the year 2024 and conducted communication plan on the direction of the Party and State leaders on innovation in making and implementing the laws based on the Official Dispatch No. 6194/HDPH-PBGDPL dated October 26th, 2024 of the Central Council for Coordinating Legal Education and Dissemination.

The Vietnam Law Day, which falls on November 9, affirms the position of the rule of law in society. This day has been specified in the Law on Law Dissemination and Education since 2012. On this occasion, the Vietnam Social Security (VSS)’s portal spoke to VSS deputy general director Chu Manh Sinh, who is also chairman of the sector’s Coordinating Council for Law Dissemination and Education about how the VSS has responded to the day.

In the afternoon of October 31, the National Assembly held discussions in the main hall regarding the draft amendment and supplementation of the Law on Health Insurance. Contributing to finalization of the draft law, various National Assembly Deputies proposed solutions to improve the quality of health insurance assessment and the reimbursement process for medical examination and treatment premiums payment.
