VSS intensifies efforts to boost SI, HI contribution collection and participation in the final months of 2025

VSS has recently held a conference on promoting SI, UI and HI contribution collection for the last months of 2025. The conference brought leaders of 34 provincial Social Security offices. VSS Director Le Hung Son attended and chaired the conference.
Director Son emphasized that the conference was held in the decisive period of promoting on the achievement of SI, HI and UI contribution collection and expansion in 2025. He urged VSS units and officials to make efforts, strictly evaluate shortcomings and limitations to suppose timely and efficient synchronized sollutions, eficiency to successfully fulfill their assigned tasks in the remaining months of the year.
According to reports of provincial social security offices, while the two-tier local government is deployed, the socio-economic situation faces unexpectedl fluctuations and recent natural disasters, the provincial social security offices have demonstrated strong determination. They have proactively followed the VSS’s directions, and synchronously and decisively deployed measures on contribution collection, increased SI and HI participant, decreased HI and UI premium late payment, and strived for all assigned tasks.
Besides, they also identified several existing challenges such as a high rate of SI and HI contribution arrears, mainly due to difficulties faced by enterprisese in production and business, particularly in the field of construction, materials, and agroforestry processing. Several large enterprises suspended operations or are undergoing dissolution or restructuring, affecting VSS’s contribution collection. The HI coverage rate increases but remains below the assigned target. The voluntary SI participant growth is slow, especially among farmers and informal workers. New participant increase remains challenging due to the lack of synchronized data and limited awareness of several citizens and employers.
Deputy Director Tran Dinh Lieu requested provincial social security offices based on local characteristics to utilize potential participants data and cooperate with Collection Service Agents to clearly identify potential groups for targeted and effective communication. Regarding the recovery of overdue SI, HI, UI premiums, inspection activities must be intensified both under plan and at random, flexible approaches to ensure the maximum premium recovery in line with assigned plans.
VSS provincial offices are also required to advise Provincial People’s Committees on measures to handle employers with delayed contribution collection and prevent further escalation of arrears. Deputy Director Lieu emphasized that from now to the end of the year, provincial social security offices must mobilize all resources and apply innovative and effective solutions to achieve assigned targets on social, health and unemployment insurance participants coverage.
