Central Committee for Policy and Strategy Delegation Works with Vietnam Social Security

On April 15, at the headquarter of Vietnam Social Security (VSS), a working delegation from the Central Policy and Strategy Committee, led by Quyet– Acting Deputy Director General of the Social Affairs Department – had a working session with the VSS leaders to assess the implementation of Resolution No. 28-NQ/TW on Social Insurance (SI) policy reform and to discuss the strategic orientation for the development of the health industry as directed by General Secretary To Lam.

Participating in the session on behalf of VSS were Deputy Director Nguyen Duc Hoa and representatives from several affiliated units of VSS.

During the session, Hoa provided an overview of the implementation results of Resolution No. 28-NQ/TW by the VSS in recent years. He highlighted significant achievements such as the expansion of coverage, diversification of social security policies, administrative procedure reform, and the application of information technology in management and service delivery to the people and businesses.

Specifically, by 2025, the number of SI participants nationwide reached 21.343 million (45.1% of the labor force), including 18.251 million compulsory SI participants and 3.092 million voluntary SI participants; 16.6 million unemployment insurance (UI) participants. Between 2018 and 2024, 859,592 people began receiving monthly SI benefits (including 702,838 retirees); 8,295,937 people received one-time SI premiums (with 6,778,296 one-time SI benefits turns); and nearly 70 million turns of sickness, maternity, and convalescence beneficiaries.

The IT application and digital transformation working continues to be promoted. According to statistics from the National Public Service Portal as of February 4, 2025, VSS ranked first among ministries and industries in the Public Services Index for serving people and businesses in administrative procedure and public service delivery, with a score of 85.46 points.

Communication working is enhanced with various modern and practical activities. In 2024, VSS collaborated with central and local news agencies to publish nearly 32,000 news, reportage…; and organized about 27,000 conferences; training sessions, consultations, and dialogues with over 1.38 million participants.

Directly implementing social insurance policies, VSS has always proactively coordinated with ministries and industries to advise, propose amendment and supplementation and improvement on draft laws and related policies. Most of VSS' proposals have been adopted and refined, especially those aimed at protecting the legal rights and interests of policy participants and beneficiaries. With progressive reforms, the 2024 Law on Social Insurance was officially passed at the 7th session of the 15th National Assembly with a high consensus rate. VSS is also actively promoting decentralization in task organization and implementation, aligned with its updated functions, tasks and new organizational structure of regional and district social security offices.

Besides these achievements, VSS also faces several difficulties and obstacles during implementation including the low voluntary insurance participation rate, long-term sustainability pressures on SI fund, and it is necessary for adjustment aligned with labor market fluctuation and population aging. Additionally, abuse and fraud of the SI and UI funds still occur in some localities and units due to limited legal compliance by some employers, employees, and people, and due to ongoing improvement in data connectivity and sharing among agencies.

Regarding the health, the delegation paid special attention to VSS’ role in implementing universal health insurance (HI), improving the quality of medical examination and treatment, and controlling medical expenses, aiming equity, efficiency, and sustainability. The delegation emphasized General Secretary To Lam’s vision on developing a proactive and modern Vietnamese healthcare system, focusing on preventive healthcare and a close linkage between HI and healthcare service system reform.

Acknowledging the proposals and challenges faced by the VSS, Trần Mậu Quyết affirmed that the delegation would make recommendations to enhance support for the VSS based on practical situation. He also highly praised VSS' efforts in implementing Resolution 28 and contributing to the realization of major Party policies on social security and public health care. He required VSS to continue reviewing and proposing improvements to SI and HI-related institutions and policies, and to strengthen inter-industry coordination, especially with the health industry, to synchronize the implementation of strategic goals on health and social security in the coming period.

At the meeting, Deputy Director Nguyen Duc Hoa expressed his hope for continued attention from the delegation, and that through surveys and evaluations, timely proposals and recommendations are made to higher -level agencies to improve policies and enhance the effectiveness of implementing SI, HI, and UI policies.

The meeting is considered as an important occasion to reinforce unified understanding among central agencies on the role of VSS within the political system, while also paving the way for strategic development of social security policies in alignment with the country’s new development context.
