The entire VSS industry to acquire positive results in the implementation of social and health insurance policies

On April 28, in Hanoi, under the chairmanship of General Director Nguyen The Manh, Vietnam Social Security (VSS) held a briefing conference in May 2022. The attendants were Deputy Chair Commissioner of the VSS Board of Commissioners Nguyen Van Cuong, Deputy General Directors, heads of departments of VSS and the Director of the Hanoi Social Security Office.

Activities with flying colors

Regarding the report on work results in April 2022, Chief of VSS Chu Manh Sinh said that by the end of April 2022, the number of nationwide social insurance participants will be over 16.8 million people (reaching 33.26% of the labor force), an increase of 753,882 over the same period in 2021 and an increase of 275,703 compared to the end of 2021. In which, the number of compulsory social insurance participants is over 15.3 million people; 1,479,800 people participate in voluntary social insurance. The number of unemployment insurance participants is 13.64 million people (reaching 26.97% of the labor force); the number of health insurance participants is over 85.94 million people and reaching 88.05 of the population participating in health insurance. To fulfill the targets assigned by the Government, from now until the end of 2022, the whole industry needs to put more effort and focus on implementing the work of developing participants.

In addition to the increase in the number of participants in the social insurance system compared to the previous month, from the beginning of the year until now, the whole industry has also provided social insurance benefits for 3,413,159 people (997,224 in April), of which the number of people enjoying one-time social insurance benefits decreased by 0.37% (equivalent to 1,147 people) compared to the same period in 2021.

The VSS has cooperated with the Government Office to complete the dossier and submit it to the Prime Minister for the promulgation of the electronic communication process for 02 groups of administrative procedures: registration of birth, registration of permanent residence and issuance of health insurance cards for children under the age of 6 and Linking death registration - Permanent resident registration removal - Funeral allowance for integration, provided on the National Public Service Portal.

In particular, the VSS has coordinated with the Ministry of Public Security to share and review demographic information contained in the national database on insurance with the national database on population. Accordingly, as of April 17, 2022, the system has verified nearly 40 million demographic information contained in the national insurance database with the national population database; also, the Vietnamese social insurance industry has provided and shared over 20.8 million records of social and health insurance information for the national population database.

At the same time, the VSS has authenticated citizen information in the national database on population through ID card numbers to compare and synchronize citizen identification numbers from the national population database to the social insurance database to serve the use of citizen identification; the application of national electronic identification (VNEID) replaces the paper health insurance card for medical care using health insurance. As of April 17, 2022, the number of authentications to get citizen identification numbers is over 47.5 million cases, and the number of successful authentications is over 32 million; nationwide, there were 3,844 health-insurance-based health care facilities that looked up health insurance card information by citizen identification with 75,660 searches, of which 37,608 turns were successful.

Through preliminary assessment, it can be seen that although the number of social and health insurance participants has increased compared to the previous months. Nonetheless, according to the assessment of VSS, the rate of coverage of social and health insurance has witnessed delayed growth, especially a huge drop in health insurance compared to the end of 2021. The exploitation and development of voluntary social insurance participants are still limited, and the number of people who stop participating in voluntary social insurance tends to increase due to the change in payment rates in 2022.

Along with that, the situation of borrowing judicial records to work and participate in social insurance continues to generate complicated consequences as well as the number of people who receive one-time social insurance benefits tends to increase. Therefore, in parallel with proposing amendments to mechanisms and policies, it is necessary to have more practical and effective communication methods to change awareness and convince employees not to receive one-time social insurance. Notably, the sharp increase in the number of people going for medical care with health insurance after the Covid-19 epidemic requires timely and synchronous solutions to both closely and effectively control the health insurance fund and ensure the interests of the people.

Strengthening coordination

Regarding the development of social insurance participants, the Director of the Department of Social Insurance Book and Health Insurance Card Duong Van Hao said, Ho Chi Minh City, Binh Duong, Dong Nai are the localities that attract many businesses and have high demands for labor recruitment. However, the number of new arising numbers with the social security agency is still modest. In particular, garment workers in these localities are in great shortage because many workers have stayed in their hometowns to work. Therefore, in terms of attracting labor, it is necessary to connect between localities to avoid the situation of shortages and redundancies occurring at the same time. In particular, in the propaganda of voluntary social insurance policies, besides the general direction, the most important job is skills and coordination with other units.

In the coming time, local social security agencies will closely follow the direction and guidance of the VSS to deploy the month of mobilization for universal social insurance and peak communication to develop participants of voluntary social insurance and household-based health insurance in 2022. At the meeting, leaders of the units raised difficulties and problems that need to be soon overcome in the development and implementation of a number of processes, regulations and proposed amendments. After listening to the departments' reports as well as the opinions of the Deputy General Directors in charge of the field, General Director Nguyen The Manh basically agreed on the opinions raised at the meeting. At the same time, Manh highly appreciated the efforts of the whole industry in performing the tasks.

Regarding the tasks in the coming time, the units shall continue to closely follow the direction of the Government and the industry to seriously implement, and coordinate closely with the ministries and sectors to resolve difficulties in the implementation of the work; The localities shall closely follow the policy of the industry to coordinate with the branches to advise and lead the Provincial People's Committee to implement the policy of social and health insurance.

In particular, it is required to drastically urge units that are slow to pay or in debt; to conduct unscheduled and regular inspections in order to reduce debt; promote communication of social and health insurance policies as well as administrative reform.
