Poverty reduction is both a component in and an outcome of a comprehensive, multi-layered, inclusive, universal, rights-based, gender sensitive and shock-responsive social protection system (SPS). A comprehensive social protection system minimizes risks to well-being from social, environmental and economic factors and from normal life events such as illness, aging and the costs of raising children. It also provides help to people who are unable to provide for themselves because of disability and structural economic factors.

Ensure social security, employment for the old
Social pensions are a critical element of the right to social security for older persons whose human rights enjoyment is endangered without an adequate social pension. Older women are especially at risk. They live longer, and the unpaid care work they perform throughout their life obstructs their ability to access formal employment and therefore contributory social security or decent wages. Social and economic policies should correct this imbalance by promoting equality between women and men instead of deepening the gap.

Increasing the retirement age to help the labourers to promote their ability
Social insurance is a main pillar of the social security system in Vietnam’s socialist-oriented market economy. Proper implementation of social insurance is the duty of the entire political system. Currently, Vietnam is undergoing a population aging process where the proportion of people of working age is decreasing, and the dependency ratio is increasing. According to MOLISA's Minister Dao Ngoc Dung, increasing retirement age could be considered an inevitable solution for coping with population ageing, improving gender equality, meeting market demands, and ensuring long-term balance of the social insurance fund.

Law on Health Insurance to be revised for patients’ interests
Health insurance is very important for all people so amending and suplementing law on health insurance to ensure the best benefits for the beneficiaries. The National Assembly (NA) Standing Committee continued its 37th working session on September 25, focusing on contributing comments to the draft Law on supplementing and amending some articles of the Law on Health Insurance. Deputy NA Chairwoman Nguyen Thi Thanh chaired the session.
