Since being approved by the 14th National Assembly in April 2021, the Government has experienced an unprecedented year full of challenges, 36 years on from the beginning of Đổi mới (Renewal). Under ILO, employment from a people-centric perspective (i.e. whether an individual is employed, underemployed or unemployed), rather than focusing on a job as the unit of analysis. The “employed” comprise all persons who worked for pay, profit or family gain for at least one hour in the reference week plus the number of persons who are temporarily absent from their jobs (ILO, 2013a, para. 27 ff.).
