Put Women and Children at the centre of all recovery efforts, equally access to the protection and care service

On March, 23rd, 2021, Minister of Labour – Invalids and Social Affairs Dao Ngoc Dung, on behalf of the Delegation of Vietnam Government had a speech at the 65th Session of United Nation’s Commission on the Status of Women (CSW). The Session was held virtually, from the Head quarter of United Nation in New York, United State. Representatives of Member States, UN entities, and ECOSOC-accredited non-governmental organizations (NGOs) from all regions of the world are invited to attend the session. Vietnam’s Delegation led by Minister of Labour - Invalids and Social Affairs Dao Ngoc Dung. Participating in Vietnam's Delegation were representative of Standing Delegation of Vietnam in United Nations, Department of International organizations (Ministry of Foreign Affairs), Department of Gender Equality, Department of International Cooperation (MOLISA).

The sixty-fifth session of the Commission on the Status of Women will take place from 15 to 26 March 2021. In light of the evolving COVID-19 situation, and taking into account the latest guidance from the United Nations Secretary-General and the World Health Organization (WHO), CSW65 will take place in a hybrid format with mostly virtual meetings. The Session was held with many events focusing on the theme “Women's full and effective participation and decision-making in public life, as well as the elimination of violence, for achieving gender equality and the empowerment of all women and girls”.

The General Discussion of the Session is considered as the most important discussion with all participants in order to evaluate, review implementation the result of the 4th world’s Conference and the 23rd Special Session of United Nation General Assembly on women, focus on the priority topic.

In the speech at the general discussion, Minister Dao Ngoc Dung expressed his welcome and highly agreement with the theme of this Session. He emphasized that these are also the priorities which Vietnam’s Government have boosted implementation. Enhancing the participating and planning policies of women in the social life, elimination of violence against women and girls have not stop at the country’s commitment, they have become lively reality in Vietnam. The system of policies, law has been completed gradually. The implementation has been deployed synchronously, drastically. The cooperation with the development partners and UN’s organization have been strengthened in order to implement the duties in this field effectively.

 

That effort has brought many results. Up to September, 2020, the rate of female deputies of Vietnam National Assembly is 27.31%, higher than the general rate on the world. The Chairperson of National Assembly and Vice Chairperson of National Assemly are women. The situation of violence against women and girl trend to decrease, 100% number of victims of human trafficking who come back home country can access the service on support and reintegrated into community etc… in the context of covid-19 pandemic, Vietnam and many countries on the world have to face with a lot of difficulties. Women and girl have been more vulnerable to the risk of abusement.

He said that the challenges from Covid-19 pandemic also was the general issue all over the world, thus it required all member countries to more effort and unite together, as well as share and support each other.  In which,  Women and Children should be placed at the centre of all recovery efforts, equally accessed to the protection and care service, firstly, they should be access to Vaccine Covid-19. The representatives, the voice, role of women are indispensable in all decision of the country. Resource for the work of prevention, response to gender based violence should be higher allocated.

The speech also sent the message to the world: Vietnam affirmed the commitment of priority to implement gender equality, and hoped to be received more support from UN and the member countries in order to overcome the difficult period, together steadfastly step in the decade of action 2021 - 2030. Also within the framework of the meeting from March 15, 2021 to March 26, 2021, the Vietnamese delegation has been participated and actively contributed to the general contents, documents and conclusions of the Session.

Last year's CSW Session was not taken place as planned due to the outbreak of Covid-19 pandemic, therefore the Session of this year's reflected the solidarity, consensus and determination of the United Nations to overcome challenges, continue moving towards a new normal state, working together to achieve the sustainable goals of gender equality and empowerment for women and girls.
