PM’s approval of the Plan on the implementation of EVFTA

The Prime Minister (PM) has just approved the Plan on the implementation of the EU-Vietnam Free Trade Agreement (EVFTA).
The PM approves the development of the EVFTA Implementation Plan in order to assign tasks and responsibilities to concerned agencies and organizations, decide on directive and executive measures and other measures for a sufficient and effective implementation of this Agreement.
To achieve the above target, in the coming time, in addition to the regular tasks, ministries, ministerial-level agencies, governmental agencies and the People's Committees of centrally-run provinces and cities need to concretize and organize the implementation of the basic tasks such as to propagate and disseminate information about EVFTA and markets of the European Union (EU) countries; to build laws and institutions; to improve competitiveness and develop human resources, policies and guidelines for trade unions and labor organizations at enterprise establishments; social security policy, environmental protection and sustainable development.
Regarding the propaganda and dissemination of information about EVFTA and the markets of EU countries, the PM requested to increase the dissemination of EVFTA to concerned parties, especially those who could be affected including farmers, fishermen, central and local authorities, industry associations, cooperatives, business communities, workers, and other labor sectors through the media, electronic information sites, etc.
To promote trading and investment promotion programs in EU countries in order to inform the business community of other countries about the opportunities and advantages of Vietnam's business and investment environment, thereby developing commercial relations and attracting foreign investment in key areas.
Along with that, support programs must be run with a view to improving competitiveness for industries and businesses, especially small, medium and micro enterprises and farmers, which need to be in line with international commitments; at the same time, to prepare response solutions in accordance with international commitments; to prepare response and support solutions for commodity sectors and goods heavily and directly affected from the implementation of the Agreement; to support Vietnamese enterprises to participate in regional and global production networks, value chains and supply chains.
To focus on industrial restructuring, creating a foundation for industrialization and modernization; speed up the restructuring process of agriculture and rural economy according to advanced production models, application of science and technology, safety and environmental friendliness; strengthen measures and mechanisms to encourage and orient foreign-invested enterprises to connect with domestic enterprises, contributing to the formation and development of supply chains, etc.
*The EVFTA was negotiated from 2012 to 2015 and was officially signed on June 30, 2019 in Hanoi, Vietnam. The entry into force of the EVFTA Agreement will be of utmost importance in promoting trade cooperation between Vietnam and the EU and opening opportunities for Vietnamese goods to be exported to the EU market.
According to the Agreement, for Vietnam's exports, as soon as the Agreement comes into effect, the EU will eliminate import duties on about 85.6% of tariff lines, equivalent to 70.3% of Vietnam's export turnover to the EU. After 07 years from the date of entry into force of the Agreement, the EU will eliminate import duties on 99.2% of tariff lines, equivalent to 99.7% of Vietnam's export turnover. For the remaining 0.3% of export turnover, the EU commits to give Vietnam a tariff rate quota with the import tax in the quota of 0%./.
