Building e-Government: renewing ways and methods of working and serving people and businesses

The Ministry of Information and Communication reported that to build e-Government, relevant ministries, sectors and localities have actively sped up the development of information systems in order to improve operational efficiency of State agencies, renewing their working methods.

After one year implementing Decision No 28/2018/QĐ-TTg, more than 230,000 electronic documents were sent and over 627,000 were received via the national document connection system; while ministries, sectors and localities and the Party Central Committee’s Office have connected and sent and received electronic documents via the national document connection system. The Government Inspectorate completed the Document Management and Operation System. The Ministry of Information and Communication opened a one-door system to support the implementation of e-Government. Information systems serving people and businesses continue to be developed with some ministries such as the ministries of transport and education and training building and completing their public portals and one-door electronic information systems. 

Attention has also been paid to ensuring information security and cyber security. The number of attacks on information systems in Vietnam fell by 50.09 per cent in comparison with November of 2018. The Ministry of Information and Communications launched a system to supervise information security to serve e-Government.  

In order to speed up the implementation of e-Government, in the future, the Government will continue implementing national foundation systems, including: the national public service portal, the national electronic authentication system, the national database on population, the national database on land; the national database on business registration; the national database on insurance, the national database on finance; and a national data sharing foundation.

Priority will be given to the implementation of information systems at ministry- and province-level such as a public service portal, one-door electronic system and document management and operation system. It will be accompanied by the construction of institutions and guiding documents. Focus will be given to completing four circulars, including a circular on carrying out administrative procedures via the electronic system and a circular on managing, connecting and sharing data./.
