Promoting reform and improving business environment

The Prime Minister assigned relevant ministries and agencies to promote reform and improve the business environment.

Based on Vietnam's recent reform practice and UK regulatory experience, in order to further promote strong reforms in the business investment environment, substantially cutting down on regulations, removing barriers for production and business activities, creating motivation for enterprises to develop, the Prime Minister assigned the Government Office to assume the prime responsibility and coordinate with the Ministry of Justice and the concerned ministries and branches in studying. The UK's regulatory reform experience draws on lessons learned that can be applied in Vietnam, focusing on effective policy consultations (particularly through the e-portal) and public instruments to control the issuance and reduction of administrative regulations on the principle of "X in, Y out". On that basis, the partner’s proposal is to support the development of this toolkit in accordance with the actual conditions of Vietnam, as well as the method of calculating compliance costs and measures in ranking ministries and branches in reviewing and cutting inappropriate regulations, and reporting to the Prime Minister in December 2019.

The Prime Minister assigned the Government Office to assume the prime responsibility and coordinate with the Ministry of Justice and the concerned ministries and branches in drafting a plan issued in January 2020 to cut down regulations related to business activities in the 2020-2025 period  to submit to the Prime Minister./.
