Ministry promotes IT application, e-Government development index

The Government Office recently announced Deputy Prime Minister Vu Duc Dam’s conclusion at the plenary session of the National Committee on Information Technology Application. The Deputy PM entrusted the Ministry of Science and Technology to focus on implementing Prime Minister Nguyen Xuan Phuc’s Directive No.16/CT-TTg dated May 4, 2017 on enhancing the capacity of access to the fourth Industrial Revolution.

Ministries and departments should clarify their key missions each year and propose measures for the development of infrastructure, e-payment and national service portal, he requested. He asked the Ministry of Science and Technology to work with the Ministry of Information and Communications to promote communication to raise public awareness of the fourth Industrial Revolution.

Regarding the online service index, the Deputy Prime Minister urged the ministries, sectors and localities to quickly completing the provision of online public services according to the list issued by the Prime Minister.

In 2018, the country hopes to double the number of online public services over 2017, prioritising business-related ones. The Government Office expects to complete the building of the national public service portal and put it into use in 2018, ensuring connection and data sharing with portals of ministries and localities to better serve the management of the Government and Prime Minister.

As regards the telecommunication infrastructure index, Deputy Prime Minister Vu Duc Dam tasked the Ministry of Information and Communications to concentrate on developing broadband infrastructure, fourth-generation wireless and removing difficulties in the allocation of telecom resources. Ministries and departments are requested to build national database according to the Prime Minister’s Decision No.714/QD-TTg dated May 22, 2015, promulgating the list of national database to establish the base for e-government development

The Government official ordered the Ministry of Information and Communications to study a legal framework for the building of the national database. Deputy Prime Minister Vu Duc Dam recognised the ministry’s efforts in 2017 to promote the use of information technology, refine mechanisms and policies to encourage information-technology development, ensure information safety and build an e-Government.

He pointed to some restrictions in the provision of information for international organisations to serve the assessment of the e-Government index, online service index, telecommunication infrastructure index and human capital index. He asked the ministry to step up the application of information technology based on the fourth Industrial Revolution in service of the national development in 2018 and the following years.
