Online public service be expanded to create favorable for social and health participants

Under EU, online public service is availability of an open, efficient, transparent and accountable administration is widely acknowledged as aprecondition for ensuring a high-quality policy and administrative process, as well as the legitimacy of public institutions in the eyes of citizens, business and civil society.
The Vietnamese government is mandating the use of a single digital ID app, VNeID, for all online public services starting July 1, 2024. This move aims to streamline bureaucracy, reduce administrative burdens, and enhance digital security.

Vietnam Social Security has reviewed, amended, supplemented, and replaced certain aspects of three administrative procedures within the health insurance policy implementation field. Additionally, Vietnam Social Security has integrated nine new online public services on the National Public Service Portal, including: (1) Authorizing another individual to receive social insurance benefits and unemployment allowances; (2) Back pay of pensions and social insurance benefits for deceased beneficiaries who have outstanding benefits; (3) Adjusting, canceling, or terminating social insurance benefits decisions; (4) Resolving benefits for occupational accident cases due to recurrent injuries; (5) Granting death benefits for voluntary social insurance participants and those who preserve social insurance participation time pass away; (6) Processing monthly pensions and social insurance allowances for individuals with decisions or certificates pending retirement age eligibility under Decree No. 09/1998/ND-CP; (7) Providing allowances for educators eligible for the deceased’s benefits enjoyment from January 1, 2012, onward without benefit settlements, per Decree No. 14/2020/ND-CP; (8) Granting lump-sum social insurance benefits for individuals who have reached retirement age but have less than 20 years of social insurance participation, or less than 15 years of mandatory social insurance participation for female workers in certain local government who stop voluntary participation; (9) Paying lump-sum social insurance benefits for employees emigrating abroad for permanent residence. As of now, Vietnam Social Security has integrated and provided a total of 37 online public services on the National Public Service Portal.
Vietnam Social Security continues to effectively implement the public services outlined in Decision No. 06/QD-TTg, dated January 6, 2022, by the Prime Minister, approving the Scheme for the Development of Population Data Applications, Electronic Identification and Authentication to Serve the National Digital Transformation in the 2022-2025 period, with a vision to 2030 (referred to as Scheme 06), including: (1) Integrated birth registration, permanent residence, and health insurance card issuance for children under 6 years old; (2) Integrated registration for death, removal of permanent residence, and funeral allowance benefits.
On the VssID-BHXH digital application, Vietnam Social Security continues to provide 7 online public services for individuals and also coordinated with the Department of Administrative Management on Social Order (C06) of the Ministry of Public Security to adjust and upgrade the VssID application to meet the requirements for connecting and integrating the electronic identification account (VNeID) with the VssID application (the people login to the VssID app through the VNeID account).
Vietnam Social Security has also continued to implement the Prime Minister's Project for the Development of Cashless Payments in Vietnam for the period 2021-2025. Vietnam Social Security has introduced various measures to encourage beneficiaries to switch from receiving benefits in cash to cashless payment methods.
