The Board of Commissioner assists the Government in overseeing social and health insurance implementation

Accordingly, The Board of Commissioner (BOC), operating at central level, is responsible for assisting the Government and the PM in directing and supervising the operations of the VSS. The Board also advises on policies related to social insurance, unemployment insurance, and health insurance.

The Decree regulates the BOC’s functions, power and responsibilities as follows:

- Approving the VSS development strategy, long-term and 5-year plans for social, health, unemployment insurance policy implementation; long-term investment strategies before VSS submits to competent authorities.

- Reviewing annual plans and reports on the implementation of social, health and unemployment policies and laws; reports on the social, health and unemployment funds management before VSS submits to the competent authorities.

- Approving the annual estimate of social, health and unemployment funds contribution collection and payments; funding for the organization and operation activities; final settlement report on organization and implementation expenditure before submission. The project, plan on safeguarding and promoting SI, HI, UI fund.

- Deciding and undertaking to the Government regarding specific investment portfolio, structure and methods of social, health and unemployment insurance funds based on VSS’s proposals. The Board monitors and examines the implementation on strategies, plans, projects after approved.

- Recommending to the competent authority to build, amend and supplement policies, laws on social, health and unemployment insurance and VSS development strategies; to streamline VSS organization, management and usage mechanism on social, health and unemployment insurance funds.

Annually, the Board reports to the Government, the Prime Minister on its performance and the implementation of its duties and powers as stipulated by the Law on Social Insurance and this Decree.  The Board implements other duties, power assigned  by the Government and  Prime Minister.

Procedure for establishing the Board of Commissioner 

The Decree regulates that BOC is established by the Government, consisting of Minister of Finance (Chairman), 1 full-time Vice Chairman and Commissioners. BOC’s members consist of Deputy Ministers of Home Affairs, Health, Defence, Public Security, 1 deputy Governor of State Bank; Vice Chairmen of VGCL; Vietnam Farmer’s Union;  Vice Presidents of VCCI; Vietnam Cooperative Alliance; Director of Vietnam Social Security.

The Prime Minister appoints, dismisses the Chairperson, the full-time Vice Chairperson, and other BOC members upon the Ministry of Home Affairs’ proposal; with the five-year term.
