VSS: Outstanding results in the implementation of health insurance policies

Over more than 3 decades development, health insurance (HI) policy has consistently played a pivotal role in the social security system and served as a critical safeguard for health insurance participants facing illnesses and diseases. Under the direction of the Party, Government, Ministry of Finance, and the active coordination of local authorities at all levels, along with the determination and efforts of the entire system, VSS has achieved many important results in the implementation of HI policies.

Notably, the organization and implementation of HI policies have achieved three outstanding accomplishments:

Firstly, health insurance coverage has rapidly increased each year, approaching universal health insurance.

In 2009 and 2015, health insurance coverage reached 57% and 74.7% of the population, respectively. By 2024, over 95 million people participated in health insurance, with coverage reaching 94.2% of the population. Remarkably, as of the end of May 2025, the entire country has achieved a health insurance coverage rate of 96.46% of the population. Vietnam has basically completed the goal of universal health insurance and has achieved this ahead of the schedule set in Resolution 20-NQ/TW, dated October 25, 2017, at the sixth conference of the 12th Central Committee, which aimed for over 95% population coverage by 2025.

Secondly, ensuring the rights of health insurance participants

In 2009, the Social Security Office signed contracts with 2,088 healthcare facilities for HI-covered medical services. That number has now reached 3,016 - an increase of 928 facilities. In addition, over 10,000 communal health stations and regional polyclinics that have signed to offer HI-covered services.

The access to HI examination and treatment services has increasingly expanded with a rapid increase in the number of health insurance examination and treatment visits. The HI fund has covered a wide range of medical technologies and services, including high-cost and advanced services such as cardiovascular interventions, cardiac surgeries, endoscopic surgeries, MRI, CT, PET-CT; and thousands of active ingredients, modern pharmaceutical products, and hundreds of traditional medicine remedies, costly cardiovascular and cancer treatment drugs. The fund has also covered thousands of types of medical supplies, including replacement medical supplies such as pacemakers, coronary stents, and artificial joints.

The HI policy has contributed to reducing the out-of-pocket burden on households for healthcare services, promoting equity in healthcare, especially for vulnerable groups in society such as the poor, near-poor, disabled individuals, social protection beneficiaries, and children under six years old. Many cases have had HI fund cover medical examination and treatment costs amounting to billions of dong in a year.

Thirdly, effectively applying information technology and digital transformation in the implementing HI  policies

VSS has connected and linked with all medical examination and treatment facilities from the commune level to the central level nationwide and has effectively deployed the VSS’s Medical Reviews System. The system has helped to control HI examination and treatment costs and enhances the efficiency of the claims verification. The effort has also streamlined administrative procedures, and ensured the effective management and use of HI funds and contributed to protecting the legitimate rights and interests of health insurance participants. Currently, VSS has continued to digitize of most HI participation procedures, issuance of health insurance cards, etc…, making participation increasingly convenient for citizens.

In addition, the management and use of the health insurance fund have become increasingly effective; ensuring a sustainable balance of the fund to serve the people in the long term. These results not only contribute to caring for the people's health but also affirm the pivotal role of health insurance in the national social security system and the political determination in the Party and State's efforts to care for the people's health.
