VSS constantly accompanies and sets maximum benefits for participants of health insurance

The introduction of the health insurance policy shows the interest of the Party and the State towards equity in health care, contributing to ensuring social security for all people. With over 92.04% of the population having health insurance cards, General Director of Vietnam Social Security (VSS) Nguyen The Manh affirmed: The health insurance policy has really come to life, which is the result of the whole industry and the whole society in health care, ensuring maximum benefits for participants of the health insurance policy.

With the goal of putting the rights and interests of health insurance participants first, grasping and keeping abreast of the actual situation, the Vietnamese social security industry has always been proactive in creating conditions and providing maximum support for health insurance participants. As a result, in 2022, the number of people participating in health insurance is 91.1 million, reaching a coverage rate of 92.04% of the population, an increase of more than 2.2 million people compared to 2021, and is one of the seven socio-economic targets tasks assigned by the National Assembly and the Government to exceed the plan. The workload of the sector to serve people is increasing (more than 151 million medical visits covered by health insurance; not to mention the unexpected support packages of the Government). At the same time, the quality of health insurance services of the sector is constantly improving in a way that they are modern, professional, and friendly to participants.

In addition to timely and full payment of health insurance regimes for participants, over the past time, the VSS industry has actively coordinated with ministries and sectors, especially the health sector in proposing and implementing solutions to promptly remove and ensure funding for medical care covered by health insurance for health care facilities providing medical services, bringing maximum benefits to health insurance participants according to the Law.

Among the problems falling under the jurisdiction of the VSS, a number of issues were quickly resolved. Specifically, in the years 2016-2019, annual medical care expenditures covered by health insurance increased sharply, the situation of overspending was large, many medical facilities exceeded their funds, exceeded the payment ceiling for line 2, and exceeded the estimate. Legal documents all stipulate that medical facilities must explain the reasons for exceeding the ceiling and exceeding the estimate, and the social security agency has actively increased coordination with medical facilities to handle problems, in order to ensure the payment in accordance with the law provisions.

The industry's IT application and digital transformation continue to be prioritized to focus on synchronous implementation and have made great progress, contributing to innovating the industry's operation mode and successfully building a digital government; best serve the interests of people participating in health insurance. Currently, the industry's database has information on over 98.7 million people; interconnection with nearly 13 thousand medical facilities; receiving about 300 million online transaction records on the Electronic Transaction System and the Health Insurance Assessment Information System; has performed more than 500 million authentication and information sharing with ministries and local branches.

In order to pilot the medical treatment covered by health insurance with a chip-based citizen ID, over the past time, the VSS and relevant ministries and branches have urgently implemented a great number of tasks and solutions. By the end of November, 12,000 health insurance facilities nationwide looked up information on health insurance cards using citizen IDs with a chip for medical treatment covered by health insurance, accounting for about 90% of the total number of medical facilities covered by health insurance nationwide, with more than 3 million searches, bringing many benefits to participants of this policy.

The simplification of administrative procedures and the transparency of information have created favorable conditions for people to go for medical treatment covered by health insurance, and have helped to manage the health and social insurance funds of Vietnam proposed to the Government for implementation; actively coordinated with the Ministry of Public Security to deploy biometric authentication technology in health care under insurance.

In the coming time, the VSS will continue to propose and recommend to the Government, and closely coordinate with relevant ministries and branches to focus on reviewing and perfecting legal documents on health insurance in order to promulgate, amend and supplement accordingly, overcoming inadequacies in the implementation in order to develop health insurance participants; at the same time, coordinate and find the optimal solutions towards long-term goals, health care and ensure benefits for people participating in medical care covered by health insurance.

VSS General Director Nguyen The Manh affirmed that in 2023, the responsibilities of the social security agency will become larger. The whole industry will continue to closely follow the tasks and solutions to strive for the target of implementing health insurance by 2025; the rate of participation in health insurance reached 95.15% of the population, moving towards universal health insurance in accordance with the target set out in Resolution No. 20-NQ/TW; fully and promptly settle health insurance benefits for participants; strengthen the management of medical treatment funds covered by health insurance for health facilities; pay more attention to investment in improving the quality of medical treatment at the commune level so that people with health insurance cards can feel secure to come for health care. With the efforts of the whole industry, together with the participation of the whole society, we will definitely complete the roadmap for universal health insurance coverage. The health insurance fund will develop stably and sustainably, ensuring national social security targets.
