The work of collecting and developing participants in social, health, and unemployment has reached and increased compared to the same period in 2022, with about 17.47 million people participating in social insurance, accounting for 37.48% of the labor force in working age, an increase of 2.7% compared to the same period in 2022. In particular, the industry has flexibly implemented many solutions to develop participants in health insurance and achieved positive results with about 90.69 million people participating (an increase of 4.43 million compared to the same period in 2022). The total revenue from social, health, and unemployment insurance is expected to reach 178,772 billion VND.

The work of resolving social and health insurance regimes and policies: Although the number of people receiving social insurance benefits has increased, the resolution and payment of social, unemployment, and health insurance regimes and policies have always been fully ensured and timely delivered to each participant, contributing to supporting and stabilizing the lives of workers, especially in the context of post-Covid-19 pandemic difficulties in employment and income. As a result, the VSS is expected to resolve 26,014 pension and monthly social insurance allowance cases; 547,989 people receiving one-time social insurance benefits; resolve 3,638,974 cases of sick leave, maternity leave, health recovery, and nursing care. In coordination with the Ministry of Labor, Invalids and Social Affairs, about 376,023 people will receive unemployment and vocational training support, including 368,028 people receiving unemployment benefits and 7,995 people receiving vocational training support.

Quarterly Update: Vietnam Social Security Releases Information on Social, Health, and Unemployment Insurance for Q2/2023

On the afternoon of June 5th, 2023, Vietnam Social Security (VSS) organized a conference to provide regular information on social, health, and unemployment insurance for Q2/2023. The conference was chaired by the VSS’ Director General, Nguyen The Manh.

Attending the conference were VSS’ Deputy Director General Dao Viet Anh, leaders of VSS’ units, and nearly 100 journalists, reporters, and editors from central news agencies, Hanoi and Ho Chi Minh City press.

According to information shared by business units, in the first 5 months of 2023, the VSS continued to achieve targets and tasks in the context of the country and the world facing difficulties. However, with high determination and maximum effort, the entire industry has overcome challenges to complete the assigned targets and tasks. As of the end of May 2023, the achieved results are as follows:

The work of collecting and developing participants in social, health, and unemployment has reached and increased compared to the same period in 2022, with about 17.47 million people participating in social insurance, accounting for 37.48% of the labor force in working age, an increase of 2.7% compared to the same period in 2022. In particular, the industry has flexibly implemented many solutions to develop participants in health insurance and achieved positive results with about 90.69 million people participating (an increase of 4.43 million compared to the same period in 2022). The total revenue from social, health, and unemployment insurance is expected to reach 178,772 billion VND.

The work of resolving social and health insurance regimes and policies: Although the number of people receiving social insurance benefits has increased, the resolution and payment of social, unemployment, and health insurance regimes and policies have always been fully ensured and timely delivered to each participant, contributing to supporting and stabilizing the lives of workers, especially in the context of post-Covid-19 pandemic difficulties in employment and income. As a result, the VSS is expected to resolve 26,014 pension and monthly social insurance allowance cases; 547,989 people receiving one-time social insurance benefits; resolve 3,638,974 cases of sick leave, maternity leave, health recovery, and nursing care. In coordination with the Ministry of Labor, Invalids and Social Affairs, about 376,023 people will receive unemployment and vocational training support, including 368,028 people receiving unemployment benefits and 7,995 people receiving vocational training support.

In addition, in the first 5 months of 2023, the industry performed well in resolving and ensuring the rights of health insurance participants, with an estimated 69.7 million people receiving health insurance benefits for medical treatment, corresponding to a health insurance cost of 47,466 billion VND. In particular, the VSS worked closely with the Ministry of Health and the Ministry of Finance to address many difficulties in paying health insurance costs, ensuring the rights of health insurance patients and the operating funds of healthcare facilities. Accordingly, the shortage of medicine at health facilities and difficulties in using medical equipment and paying technical service costs have been largely resolved.

The overview of the Conference

In terms of inspection and examination, the VSS always proactively implements various measures to ensure maximum debt recovery. In particular, the industry has promoted the application of information technology, digitization, and the use of existing big data systems, regularly improving and supplementing risk identification criteria, thereby determining the center and focus to carry out comprehensive inspections, electronic inspections, etc. The industry has also strengthened inspections of slow or evasive payers, conducted specialized checks on healthcare facilities with high health insurance costs and unreasonable cost increases, and imposed administrative sanctions on violations of social, unemployment, and health insurance laws, as well as initiating legal proceedings for intentional violations.

In terms of administrative procedure reform and information technology application, with the motto of putting people at the center of service, the VSS always values and prioritizes resources for this work. The industry regularly reviews and reduces unnecessary documents and procedures, creating maximum convenience for people and businesses when transacting with social security agencies. The industry has also increased the application of information technology and comprehensive digitization, with 100% of administrative procedures provided online and integrated on the VSS Portal, gradually integrated on the national portal, and effectively implementing Government Project 06. The industry has diversified forms of receiving documents (online, in-person, and via public postal services) for the satisfaction of participating organizations and individuals.

Information and communication policies on social and health insurance have been renewed in content, form, and method according to the spirit of Resolution No. 28 of the Central Executive Committee and Decision No. 1676 of the Prime Minister, contributing to creating unity in leadership and direction of social and health insurance implementation at all levels and in all sectors. This helps to create consensus in organizing implementation and reinforces the trust and confidence of the people in social and health insurance policies. As a result, there has been a clear transformation in the perception and actions of organizations and individuals regarding the role, responsibility, purpose, and significance of participating in social and health insurance.

Director General Nguyen The Manh shared that in order to achieve the positive results mentioned above, in addition to receiving careful attention and guidance from the Government and the Prime Minister, the close coordination of ministries, departments, and localities, the active support of news agencies and the press in communication of social and health insurance policies has been crucial. The support of news agencies and the press has played an important role in spreading social and health insurance policies to all levels of the people, increasing their awareness and trust in these policies, thereby contributing to accelerating the implementation of the Party and State's universal social and health insurance goals.
