The direction for paying social security policies without cash

On 23rd December 2022, the Ministry of Labour – Invalid and Social Welfair (MOLISA) issued the Official Letter No. 5234/LDTBXH-TTTT on guiding non-cash payments to beneficiaries of social security policies.

Accordingly, MOLISA specifically guided the implementation of non-cash payments to beneficiaries of social security policies as follows:

For the localities that are making direct payments to beneficiaries (not yet through payment service organizations):

- MOLISA would make a list of beneficiaries of social security policies who already have had accounts, and make payments directly to the subject's accounts through the State Treasury and their paying accounts made by the entity at commercial banks.

- For policy beneficiaries who have not had accounts, in the immediate future, make payments as at present, and at the same time propagate and mobilize policy beneficiaries to create accounts at commercial banks.

For localities that make payments to beneficiaries of social security policies through a payment service organization:

- Localities that already have 100% of the subjects having accounts: make payments directly to the subject's accounts through the State Treasury and the unit's payment accounts at commercial banks as prescribed or request the payment service organization to make payment to the subject through the account.

- Localities that have not had 100% of account holders can choose one of the following two options:

+ Option 1: To request payment service organizations to make payments through accounts for those who already have had accounts. For those who have not had accounts, make payment through the account of an authorized individual, and at the same time mobilize them to open an account with a commercial bank;

+ Option 2: To make payment directly to the subject's account through the State Treasury and the unit's payment account at commercial banks. For those who have not had  accounts, first make payments through the account of an authorized individual, and at the same time, lobby them to open an account at commercial banks.
