Social insurance agencies of localities increase measures to fulfil yearly social insurance and health insurance targets

The last months of the year is the time when social insurance agencies of localities implement creative and flexible measures in order to fulfil set targets for 2022.

In Ha Noi:

There are two more months left for Ha Noi to fulfil the yearly target of developing the number of social insurance and health insurance participants. In order to fulfil the set target assigned by the Government, the municipal authorities issued Document No 3497/UBND-KGVX directing the implementation of necessary measures.

So far, the number of voluntary social insurance participants in Ha Noi reached nearly 62 per cent of the yearly goal. It means that from now until the end of the year, the city needs to develop an additional 41,000 participants. The number of health insurance participants stood at nearly 98 per cent of the yearly target, requiring the city to develop an additional 161,000 participants.

According to assessment of the city’s People’s Committee, the development of social insurance and health insurance participants in the city has achieved positive results. The number of compulsory and voluntary social insurance participants as well as the coverage rate of health insurance increased in comparison with the same period of 2021. However, in order to fulfil the yearly targets on developing social insurance and health insurance participants, it needs more drastic involvement from relevant departments, agencies and authorities of districts and communes.

Accordingly, the municipal People’s Committee required Ha Noi Social Security to proactively coordinate with relevant departments and agencies as well as authorities of districts and towns to review and make lists of those who have not yet participated in social insurance and health insurance to disseminate information and encourage them to join.

Social insurance agencies of districts and communes are asked to proactively work with relevant local departments, agencies and authorities to increase the number of social insurance and health insurance participants.

The city’s People’s Committee also requested the municipal Department of Labour, Invalids and Social Affairs to enhance information dissemination about social insurance and health insurance policies and regulations; coordinate with social insurance agencies and relevant agencies to review the number of people who have not joined social insurance and health insurance; and direct education establishments to have 100 per cent of students participating in health insurance.

At present, more than 98 per cent of pupils and students in Ha Noi participate in health insurance so the municipal People’s Committee instructed the Department of Education and Training to direct education establishments to mobilise 100 per cent of pupils and students to participate in health insurance.

The committee also asked the city’s Vietnam Fatherland Front and socio-economic organisations to call for support from businesses, agencies, organisations and individuals to buy household health insurance cards and voluntary health insurance cards for poor, nearly poor and disadvantaged people.

Particularly, the city’s People’s Committee asked to complete steering committees on implementing social insurance and health insurance at district, commune and ward level. These steering committees must be led by Chairmen of the People’s Committees of districts, communes and wards with the participation of representatives from different organisations. The steering committees will take concrete, creative and flexible measures to disseminate information and mobilise people to participate in social insurance and health insurance in line with the conditions of each area and each participant with the aim of fulfilling the set targets for 2022.

Amid socio-economic difficulties in Ha Tinh Province due to the impacts of natural disasters and pandemics, particularly the COVID-19 pandemic, the social insurance and health insurance policies demonstrated their special and important role in the State social security system, according to Khanh.

The provincial authorities have actively guided the implementation of social insurance and health insurance policies in the province. The local authorities issued policies to support part of the payment for voluntary social insurance and household health insurance premiums for disadvantaged groups.

Besides, the province has always paid attention to implementing many measures to disseminate information about social insurance and health insurance policies.

As a result, there were 142,911 people participating in social insurance in Ha Tinh by the end of September 2022, up 11,677 people in comparison with the same period last year and equivalent to 21.4 per cent of the workforce. Benefits of social insurance and health insurance participants are ensured. Each month, more than 70,000 local people benefit from retirement pensions and social insurance allowance and 5,600 people receive unemployment benefits.

Participants at the workshop discussed difficulties and challenges in disseminating information about social insurance and health insurance policies and proposed measures to continue to improve the quality of communication tasks in the future.

Amid socio-economic difficulties in Ha Tinh Province due to the impacts of natural disasters and pandemics, particularly the COVID-19 pandemic, the social insurance and health insurance policies demonstrated their special and important role in the State social security system, according to Khanh.

The provincial authorities have actively guided the implementation of social insurance and health insurance policies in the province. The local authorities issued policies to support part of the payment for voluntary social insurance and household health insurance premiums for disadvantaged groups.

Besides, the province has always paid attention to implementing many measures to disseminate information about social insurance and health insurance policies.

 

A view of the meeting

As a result, there were 142,911 people participating in social insurance in Ha Tinh by the end of September 2022, up 11,677 people in comparison with the same period last year and equivalent to 21.4 per cent of the workforce. Benefits of social insurance and health insurance participants are ensured. Each month, more than 70,000 local people benefit from retirement pensions and social insurance allowance and 5,600 people receive unemployment benefits.

Participants at the workshop discussed difficulties and challenges in disseminating information about social insurance and health insurance policies and proposed measures to continue to improve the quality of communication tasks in the future.

Concluding the workshop, Director of the Communication and Education Centre of the Central Committee for Communication and Education Do Phuong Thao spoke highly of the role of authorities at all levels and the provincial Social Insurance Agency in implementing social insurance and health insurance policies, particularly in developing the number of voluntary social insurance participants.

She said outcomes of the workshop will help leaders of the Central Committee for Communication and Education and the Vietnam Social Security to put forth measures to speed up communication tasks in order to effectively implement social security policies in general and the social insurance and health insurance policies in particular./.

Social insurance agencies of localities increase measures to fulfil yearly social insurance and health insurance targets

The last months of the year is the time when social insurance agencies of localities implement creative and flexible measures in order to fulfil set targets for 2022.

In Ha Noi:

There are two more months left for Ha Noi to fulfil the yearly target of developing the number of social insurance and health insurance participants. In order to fulfil the set target assigned by the Government, the municipal authorities issued Document No 3497/UBND-KGVX directing the implementation of necessary measures.

So far, the number of voluntary social insurance participants in Ha Noi reached nearly 62 per cent of the yearly goal. It means that from now until the end of the year, the city needs to develop an additional 41,000 participants. The number of health insurance participants stood at nearly 98 per cent of the yearly target, requiring the city to develop an additional 161,000 participants.

According to assessment of the city’s People’s Committee, the development of social insurance and health insurance participants in the city has achieved positive results. The number of compulsory and voluntary social insurance participants as well as the coverage rate of health insurance increased in comparison with the same period of 2021. However, in order to fulfil the yearly targets on developing social insurance and health insurance participants, it needs more drastic involvement from relevant departments, agencies and authorities of districts and communes.

Accordingly, the municipal People’s Committee required Ha Noi Social Security to proactively coordinate with relevant departments and agencies as well as authorities of districts and towns to review and make lists of those who have not yet participated in social insurance and health insurance to disseminate information and encourage them to join.

Social insurance agencies of districts and communes are asked to proactively work with relevant local departments, agencies and authorities to increase the number of social insurance and health insurance participants.

The city’s People’s Committee also requested the municipal Department of Labour, Invalids and Social Affairs to enhance information dissemination about social insurance and health insurance policies and regulations; coordinate with social insurance agencies and relevant agencies to review the number of people who have not joined social insurance and health insurance; and direct education establishments to have 100 per cent of students participating in health insurance.

At present, more than 98 per cent of pupils and students in Ha Noi participate in health insurance so the municipal People’s Committee instructed the Department of Education and Training to direct education establishments to mobilise 100 per cent of pupils and students to participate in health insurance.

The committee also asked the city’s Vietnam Fatherland Front and socio-economic organisations to call for support from businesses, agencies, organisations and individuals to buy household health insurance cards and voluntary health insurance cards for poor, nearly poor and disadvantaged people.

The Ho Chi Minh Communist Union Committee of Hanoi urged its member units to coordinate with social insurance agencies to increase information dissemination about social insurance and health insurance policies and laws for employers and workers and mobilise its members to actively participate in voluntary social insurance and health insurance.

Particularly, the city’s People’s Committee asked to complete steering committees on implementing social insurance and health insurance at district, commune and ward level. These steering committees must be led by Chairmen of the People’s Committees of districts, communes and wards with the participation of representatives from different organisations. The steering committees will take concrete, creative and flexible measures to disseminate information and mobilise people to participate in social insurance and health insurance in line with the conditions of each area and each participant with the aim of fulfilling the set targets for 2022.
