Vietnamese heroic mothers receive triple allowance from July 1

Vietnamese heroic mothers will receive a monthly allowance of over VND4.8 million (US$208) from July 1, three times higher than the current allowance, when Ordinance No 02/2020 on preferential treatment for people who made great contributions to the country and their relatives comes into effect.
The 2020 Ordinance, which will replace Ordinance No 4/2013 from July 1, consists of seven chapters and 58 articles. There are two new chapters, 10 new articles and 41 amended articles.
The Ministry of Labour, Invalids and Social Affairs said the preferential treatment for people who made great contributions to the country and their relatives, have been continuously amended to fit with the country’s socio-economic development.
The amended ordinance has expanded preferential policies for people who have rendered meritorious services to the revolution and their relatives.
Specifically, the Ordinance’s Clause 2, Article 3 clearly identifies that relatives of the people who rendered meritorious services to the revolution, encompassed biological fathers, mothers, spouses, biological children, adopted children and people who brought up martyrs.

The Ordinance’s Clause 10, Article 16 said that if a martyr’s spouse got married but still raises the martyr’s children to adulthood and took care of the martyr’s biological father and mother, the spouse would receive monthly survivorship allowance and a health insurance card.
Clause 10, article 16 also said that a martyr’s spouse could not take care of the martyr’s biological father and mother because the spouse was doing his/her duty to contribute to the revolution, the spouse also would receive monthly survivorship allowance and a health insurance card.
Under the amended Ordinance, conditions for being recognised as martyrs and war invalids will be more strictly regulated.
As scheduled, the Government will issue three decrees and three circulars to direct relevant agencies to implement the 2020 Ordinance before it comes into effect on July 1.
Currently, the benefits and allowances for people who made great contributions to the country and their relatives are implemented in accordance with the Government’s Decree No 58/2019./.
