Many countries have by now achieved significant progress in expanding access to social protection. Nevertheless, 55% of the world’s population is still deprived of the benefits associated with social protection.
Social protection is one of the main instruments in addressing poverty and inequality and is one of the fundamental human rights. According to World Bank, Social assistance/Social safety net programs are non-contributory transfers in cash or in-kind and are usually targeted at the poor and vulnerable. Some programs are focused on improving chronic poverty or providing equality of opportunity; others more on protecting families from shocks and longstanding losses they can inflict for the unprotected poor. These programs also known as social safety net programs or social welfare, include cash transfers (conditional and unconditional), in-kind transfers, such as school feeding and targeted food assistance, and near cash benefits such as fee waivers and food vouchers. According to MOLISA’s Deputy Minister Nguyen Van Hoi, social protection establishments taking care of the elderly; Social protection establishments on taking care of children with special circumstances and disabled; providing care and rehabilitation for people with mental disorders and mental disorders; General social protection establishments; Social work center; Drug addiction treatment facility are necessary. Expert Nguyen Hai Huu, shared: When analyzing and forecasting the planning of the network of social assistance establishments, it is necessary to pay attention to the whole group of voluntary subjects because of the increasing demand. Besides clarifying the forecasting method, this is a very difficult problem. There must be a practical basis for forecasting. Because, each object needs to have a specific way of forecasting, paying more attention to the elderly because our country is in the context of rapid population aging.
According to the opinion of Mr. Bui Si Tuan, Deputy Chief of the Office of the Ministry of Labour - Invalids and Social Affairs, the factors affecting the planning need to be clarified, especially the challenges to the social security system. Social issues, such as population aging, climate change, migrant workers, social issues such as autistic children, domestic violence, etc. should be specified. Only in this way will it increase the persuasiveness of the Project. Mr. Le Ngu Binh, Deputy Director of the Institute of Sciences of Labour and Social Affairs, said: The planning of the network of social assistance facilities must also take into account specific objects and need regional centers to meet the needs of the community. At the same time, there is a framework/standard in terms of scale to arrange and convert facilities that are not suitable or effective, do not meet the standards... Concluding the workshop, Deputy Minister Nguyen Van Hoi affirmed the necessity of planning and said that the planning with the goal of developing a network of social assistance facilities to meet the needs of accessing and receiving services from social assistance services of all subjects. At the same time, improve the quality of service, care and support for the disadvantaged at the center and in the community. This is also the basis for implementing the medium-term public investment plan nationwide under the Ministry's State management on social assistance. The planning must be suitable for each target group, each region, and locality and ensure continuity, inheritance, stability and hierarchy in the national planning system.
