Accordingly, the Regulation on administration, operation, exploitation and use of the DWH System has come into effect since July 10th, 2020, which is applied to the units and individuals such as: VSS units; Social security agencies of provinces and centrally-run cities; organizations and individuals outside the social security industry with the permission of the Leaders of the Social Insurance Industry.

DWH system is a centralized application software installed and stored at the Data Center of the social insurance industry. It was designed to support statistics, data analysis, report creation, decision support and optimize the organization's activities without affecting the business software of the social insurance industry.

The system is also integrated with the following software systems: Book-card collection and management; policy review; health insurance assessment; centralized accounting; issuance of  social insurance codes and management of household health insurance; human resource management; electronic transactions; identity management and data sharing (IAM). The DWH system will continue to integrate with the source systems of the industry in accordance with each stage of building to complete business software systems.

The Regulation requires the VSS units to be responsible for organizing the management and use of the DWH System at their units to ensure safety and compliance with the regulations; manage, exploit and compare with professional software systems to ensure the accuracy of the indicators and reports in the specialized fields of the unit built on the DWH System; promptly send feedbacks to the Finance-planning Department and the IT Center to handle arising problems, etc.

In which, the Finance-Planning Department is the focal point to receive and coordinate with the VSS units to control the accuracy of the results of statistical indicators according to relevant decisions. The IT Center receives and processes requests for new issuance, revocation, change, decentralization and grouping of the right to use the DWH System for Provincial Application Administrators and users at the VSS units; guide individuals and units to operate, exploit and use the DWH System; run administration, monitoring and supervision to ensure continuous operation, stability, information safety and security of the system; proactively notify related units of the status and progress of error fixing when technical problems occur, etc.

Provincial social security agencies are responsible for organizing the operation, monitoring and use of the DWH system in their localities to ensure safety, accuracy and compliance with regulations. Quarterly, synthesize the need to allocate, eject or change the right of provincial application administration and the right to access the DWH System for users at the provincial social security agency and send to the IT Center of VSS according to the given form.

In addition, the Regulation also stipulates other contents on the process of granting, ejecting access rights or changing user groups; prohibited acts related to the use of the DWH System, etc.
