Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for. In Viet Nam, Social security is one of the basic criteria for assessing progress of a society, a community, and a country.

a comprehensive social protection system should be designed with multiple layers, performing all four functions of the 4Ps, namely Promotion, Prevention, Provision and Protection. In case, a person falls off the upper layer, he will be supported by the lower layer. Viet Nam's social insurance network has many advantages, in terms of impact and flexibility.

In Vietnam, ensuring social protection is always regarded as regular mission of the State and the whole society. Viet Nam has a relatively well-developed, multi-pillar social protection system with social and health insurance, social assistance, and social care services. Social protection as a right of Vietnamese citizens is firmly embedded in the country’s legal fabric, and political will to strengthen its implementation appears to have increased in the past decade.

The world is dealing with multiple, entangled crises caused by systemic risks, including climate change, zoonotic diseases political unrest and conflicts. Income inequality has been on the rise in many countries while unequal social opportunities and access to decent employment, quality education and health care or to productive assets, such as land and credit, continue to persist within and across countries. Creating productive employment and ensure social security for all is a proven pathway to reduce inequality in a sustained manner.
