To strictly and prudently manage and utilize the Insurance Fund and preserve its sustainability

On the afternoon of May 6, the National Assembly's Social Affairs Committee conducted verification of the Government's Report on the implementation of social insurance policies, regimes and management and use of social insurance fund in 2019.

Giving a speech at the meeting, Mr. Bui Sy Loi, Deputy Chairman of the Committee, said that the Committee recorded the highest results of 2019 for developing insurance participants. The number of participants in 2019 and of the first months of 2020 is as high as 10 years of implementing this policy; At the same time, the number of one-off social insurance claims tends to decrease, which is a positive trend. The reform of administrative procedures and information technology has been well executed, further reducing the procedures; the payroll of the apparatus has decreased compared to 2019. The social insurance fund and component funds are both deducted except for the Maternity Illness Fund.

However, besides the achieved results, the Committee members also pointed out some shortcomings and limitations in the implementation of social insurance policies, regimes and management and use of the Social Insurance Fund in 2019. Specifically, in terms of dealing with outstanding debts of social insurance and prolonged unemployment, of which the enterprises evading insurance payment have not yet been completely settled. The support for participation in voluntary social insurance needs to be appropriately adjusted; mechanisms for developing policies to coordinate management and administration still remain some contents that are of disunion; the funding for sickness and maternity is quite high.

In addition, some members of the Committee added that there still exists one issue, which is that people with family health insurance cards are not as prioritized as those who pay cash for medical examination. Therefore, it is suggested that the local social security authorities coordinate with medical examination and treatment facilities to overcome this situation.

Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that in general, the management and use of the Insurance Fund in these years have been enhanced with responsibility and tighter management, maintained in the direction of preserving the sustainability of the fund, using government bonds and lending to the state. In 2019, we have expanded our compulsory insurance force, which is now over 32%. However, there still remain obstacles and limitations such as the situation of debt payment or late payment of insurance premiums, false and delayed payment of unemployment insurance premiums; excessive remainder from some funds, mainly short-term funds such as the Unemployment Fund, etc. This matter will be further overcome by ministries and branches in the coming time.

In the conclusion, Chairwoman of the National Assembly Committee for Social Affairs Nguyen Thuy Anh stated that the Committee members highly appreciated the Government, ministries and branches in the past year for completing a number of tasks regarding social insurance policies and regimes; However, they are suggested to clearly identify some limitations and problems that exist and forecast challenges in 2020 to propose timely and appropriate solutions; The Committee shall constantly accompany the Government, ministries and branches in dealing with difficulties in the implementation of social insurance policies, regimes and management and use of the Social Insurance Fund.
