Pension, social insurance benefit and monthly allowance will be increased under Decree No 42/2023/ND-CP

Decree No 42/2023/ND-CP on the adjustment of pension, social insurance benefit and monthly allowance will take effect on August 14.

Under the decree, an increase of 12.5 per cent in the pension, social insurance benefit and monthly allowance will be applied for people receiving pension and social insurance allowances before January 1, 2022; an increase of 20.8 per cent on the pension, social insurance benefit and monthly allowance will be applied for people receiving pension and social insurance allowances before from January 1, 2022 to before July 1, 2023.

People receiving pension and social insurance allowances from before January 1, 1995, will be adjusted according to the provisions of Clause 2, Article 1 of the decree.

Vehicle registration

Vehicle owners can register their vehicles in the locality where he or she temporarily resides (Internet)

Circular No 24/2023/TT-BCA of the Ministry of Public Security on the issuance and revocation of registration and number plates of motor vehicles will officially take effect on August 15.

The decree’s Clause 2, Article 3 said the vehicle owner, being an organisation or individual, can register their vehicles in the locality where the organisation’s headquarters or his/her place of residence (permanent or temporary residence) are located.

Number plates are licensed and managed according to the vehicle owner's personal identification numbers.

The payment of vehicle registration fees is carried out through banks or payment intermediaries integrated into the public service portal or directly paid to the vehicle registration office.

Vehicle owners of car licence plates, which won in auction, will register at the Traffic Police Office, Road and Railway Traffic Police Office, or Road Traffic Police Office of the province or city where the owner of the vehicle resides.

Extending e-visa validity

The Law amending and supplementing a number of articles of the Law on exit and entry of Vietnamese citizens and the Law on entry, exit, transit and residence of foreigners in Viet Nam is set to take effect on August 15.

The law abolishes the requirement that the remaining validity of passports is at least six months to be eligible for citizen’s exit. It aims to create more conditions for citizens to exit.

The law’s Article 2 amends 10 articles and clauses of the 2014 Law on entry, exit, transit and residence of foreigners in Viet Nam.

The amendments include increasing the duration of e-visas to no more than 90 days, valid once or multiple times; stipulating the calculation of visa duration in days for visas with a duration of less than one year to ensure consistency; increasing the temporary residence period to 45 days for citizens of countries that are unilaterally exempt from visas by Viet Nam and are considered for visa issuance and temporary residence extension in accordance with other provisions of the law.

Increasing driving test fees

Circular No 37/2023/TT-BTC, which has been in effect since August 1, will replace Circular No 188/2016/TT-BTC dated November 8, 2016, on collection, management and use driving test fees; as well as fees for granting licenses and fees for issuance of license plates for special-use motorcycles.

Under the new circular, the driving test fees for grades from A1 to A4 will increase by VND20,000 (US$0.82) for both theory and practical tests. 

The driving test fees for grades from B1, B2, C, D, E, to F, will increase from VND10,000 ($0.41) to VND50,000 ($2). In addition, candidates have to drive cars with software that simulates traffic situations with a fee of VND100,000 ($4) each time.

Other policies

Decree No 43/2023/ND-CP which stipulates measures to implement the Law on Inspection will take effect on August 15

Decree No 33/2023/ND-CP of the Government on cadres and civil servants at the commune level has taken effect since August 1, replacing Decrees No 114/2003/ND-CP; Decree No 92/2009/ND-CP; Decree No 112/2011/ND-CP; and Decree No 34/2019/ND-CP.

Under the new decree, the number of commune-level cadres and civil servants is calculated as follows: 23 people for class-1 ward, 21 people for class-2 ward; 19 people for class-3 ward; 22 people for class-1 commune and town, 20 people for class-2 commune and town, 18 people for class-3 commune and town.

The decree also does not stipulate the title of Head of the Commune Police.

Besides, Decree No 43/2023/ND-CP which stipulates measures to implement the Law on Inspection will come into effect on August 15.

The decree provides regulations to freeze the assets of suspects under investigation if the suspects show signs of asset dispersal./
