Attending the meeting were Deputy General Directors of the VSS: Pham Luong Son, Dao Viet Anh, Le Hung Son; and the Heads of units directly under the VSS. On February 16, 1995, the Government issued Decree No. 19 to establish VSS on the basis of unifying central and local social insurance organizations under the system of Labor - Invalids and Social Affairs and labor union. VSS system is organized and managed centrally and uniformly from the central level to the district level. Over 26 years of construction and development, Vietnam's social insurance industry has achieved many remarkable achievements, contributing to making policies on social insurance and health insurance become the backbone of the social security system.

The seventh plenary session of the 12th Central Committee of the Communist Party of Vietnam (CPV) on May 23, 2018 issued Resolution No 28/NQ-TW on social insurance policy reform. It aimed to make social insurance a key pillar of the social security system, gradually expand social insurance to everyone, and look towards universal social insurance coverage.
