Pensions, and social security benefits to be paid through VNeID

The Ministry of Public Security proposes to pay pensions, social security benefits and other allowances via social security beneficiary accounts on the VNeID application, facilitating these payments to be made via bank transfer.
This proposal is among the key parts of the Draft Decree revising and supplementing Decree No. 69/2024 on digital identification and electronic authentication.
According to the draft, the "social security beneficiary account" feature on VNeID will compile information of agencies, organizations, and individuals with users’ bank accounts, e-wallets, mobile money accounts, and any other integrated payment methods chosen by the users. This account will be used to receive pensions, social security benefits and other state payments to organizations and individuals via bank transfers.
The Draft also states that agencies and organizations authorized to disburse social security benefits, including pensions, social security benefits, or state budget-funded support packages, will be required to link up with the National Electronic Identification and Authentication System to process payments through VNeID. This measure is expected not only to enhance transparency, reduce paperwork, but also increase convenience for beneficiaries, especially the elderly, vulnerable groups, and residents in remote areas.
Currently, more than 3.4 million people nationwide receive monthly pensions and social insurance benefits from the VSS. These payments are regularly paid at the beginning of each month using two primary methods: bank transfers or cash payouts at designated locations. For elderly, ill, or disabled beneficiaries, the postal services arrange home delivery of the payments.
VSS is tasked with implementing the policies on SI, HI and UI. In recent years, VSS has promoted digital transformation, building a large database covering over 100 million people, and connecting its database with the National Population Database and with relevant ministries and sectors. Thanks to its efforts, VSS is able to quickly interconnect, verify, and accurately pay social security benefits, creating a solid foundation for integration into the VNeID system.
The Ministry of Public Security’s proposal to supplement online payment categories via the social security beneficiary account on VNeID represents an important step toward delivering SI, HI and social assistance policies to citizens in a faster, more convenient, and transparent manner. Simultaneously, it opens a direction for inter-agency coordination between VSS and relevant functional agencies in the benefits management and disbursement, and also in data security./.
