Hanoi Social Security Office simplifies administrative procedures, benefiting residents and businesses

In 2024, with the goal of placing people and businesses at the centre of its services, Hanoi Social Security Office is focusing on administrative procedure reform and implementing five practical groups of utilities.

First, the group of utilities for handling administrative procedures and providing online public services
Hanoi Social Security Office has implemented 100 per cent of level 4 online public services for the industry's administrative procedures, which are carried out on various platforms and formats, such as: the Vietnam Social Security Public Service Portal (DVC), the National Public Service Portal, the VssID - Digital Social Security application, and IVAN organisations. Currently, 100% of people and businesses using online services are identified and authenticated seamlessly, and 100% of administrative procedure resolution results have been digitised.
In the implementation of the Government's Project 06, the city Social Security Office has coordinated with departments and agencies to implement four out of 25 administrative procedures in a timely manner, as regulated:
- Implement 187 transactions for renewing household health insurance cards with contribution reductions on the Vietnam Social Security Public Service Portal, integrated on the National Public Service Portal; Interconnect birth registration - permanent residence registration - health insurance card issuance for children under 6 years old for 156,589 cases; Interconnect death registration - removal of permanent residence registration - funeral expense support, funeral allowance for 1,082 cases; Settle unemployment benefits on the National Public Service Portal to confirm the process of unemployment insurance contributions for 104,448 employees receiving unemployment benefits.
-At the same time, the office has cooperated and supported the Department of Health and medical facilities that use health insurance to implement electronic data linking of driver health examination certificates for 429,925 cases, issue 167,245 birth certificates and 2,137 death certificates through the Vietnam social security industry’s information and technology system.
Second, the group of utilities serving digital citizens:
Since 2020, Hanoi Social Security Office has been guiding the installation and use of the VssID. From June 1, 2021, the use of health insurance cards on the VssID application for health insurance medical examinations and treatments has been implemented nationwide. Currently, the entire city has 4,189,331 people who have registered and been granted accounts to use the VssID.
Based on the synchronisation and verification of participant information from the national insurance database with the national population database, the office has coordinated with the Department of Health and the Police to facilitate the use of chip-based Citizen Identity Cards (CCCD) and the national electronic identification application (VNeID) for health insurance medical examinations and treatments.
With the implementation of health insurance medical examinations and treatments using CCCD, health insurance card holders only need to use their CCCD to complete the medical examination and treatment procedures. This simplifies procedures, saves time for both patients and medical staff, and also allows the insurance agency to save on the costs of printing and issuing health insurance cards.
Third, the group of utilities for socio-economic development
In 2024, Hanoi Social Security Office actively collaborated with the City Police, press agencies, and relevant units to enhance focused and targeted communication, and to aggressively implement solutions (including on Saturdays and Sundays) to carry out the municipal People’s Committee’s Plan No 146/KH-UBND dated May 10, 2024, aimed at promoting non-cash payment of insurance benefits. To date, 99.04% of monthly pensions and social insurance benefits are paid through personal bank accounts.
The coordinated implementation of non-cash payment methods for pensions and social insurance allowances, using the National Population Database, helps to further enhance accuracy, ensuring correct payments; moving towards reducing and simplifying administrative procedures and paperwork, bringing many benefits, ensuring safety, speed, and saving time. This has been well-received by a large number of participants and beneficiaries of social insurance and unemployment insurance policies.
Fourth, the group of utilities completes the ecosystem for connecting, exploiting, and enriching population data:
In 2024, up to 7,929,797 people had their information updated in the social security industry's database and verified against the National Population Database, reaching 97.43% of the total participants in social insurance, health insurance, and those receiving monthly benefits managed by the city's Social Security Office.
Synchronising and verifying identifying information of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies with the National Population Database helps standardise data between the two national databases (population and insurance), enhancing the accuracy of information and data. This serves as a crucial foundation for implementing services and utilities for participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies based on the National Population Database. Additionally, it reduces many administrative procedures, creating convenience for businesses and participants in declaring and completing procedures.
Fifth, the group of utilities that complete the direction and management system for serving social insurance and health insurance participants and beneficiaries
100% of civil servants, public employees, and laborers of the city Social Security Office are identified and issued digital signatures for the management and resolution of professional activities; 100% of direction, management, and internal administration activities are carried out on the Document Management and Operation System (Eoffice); 100% of documents exchanged between agencies are in electronic format and digitally signed; 100% of records are created, stored, and shared electronically in accordance with regulations.
Currently, the city Social Security Office has signed health insurance-based medical examination and treatment contracts with 190 medical facilities to ensure the rights of participants. The rate of electronic data exchange for requesting payment of health insurance-based medical examination and treatment costs has reached 96.09%. Additionally, over 99.8% of units and businesses conduct electronic transactions with the Social Security Office agency, which helps businesses save time and costs, and streamlines administrative procedures./.
