Strengthening Foreign Information Activities from Central to Local Levels Based on Unified Foundations, Leveraging Strengths Across the Entire Sector

Enhancing the Position and Image of Vietnam Social Security in Foreign Affairs Activities.

The plan outlines the foreign affairs activities of the VSS for 2024 to ensure the unified leadership, direction, and centralized management of VSS over foreign affairs activities and foreign information dissemination activities. This aims to effectively implement the foreign affairs guidelines and policies of the Party and the State, contributing to enhancing the position and image of the sector in foreign affairs activities, international cooperation, and integration of both the sector and the country.

Specific objectives include:

Implementing and organizing the full and serious implementation of the Agreement 2 between the Socialist Republic of Vietnam Government and the Government of the Republic of Korea on Social Insurance, the Administrative Agreement on the Implementation of the Agreement, and tasks assigned to VSS by Decision No. 436/QD-TTg.

Assigning clear and specific responsibilities, emphasizing the responsibilities of the Heads of specialized units in assisting the General Director, affiliated enterprises of VSS, and Directors of provincial and centrally-run city Social Security branches in carrying out functions and tasks related to foreign affairs activities and foreign information dissemination.

Ensuring that foreign affairs and foreign information dissemination activities are practical, economical, and efficient; enhancing close coordination between central and local levels in implementing political tasks of the sector.

Requiring foreign affairs and foreign information dissemination activities to have specific content and clearly defined expected results, deadlines, leading units, coordinating units; allocating sufficient resources and organizing specific implementation to ensure feasibility and suitability with the operational reality of localities and units.

With the general goal of implementing the Unified Management Regulation on Foreign Affairs Activities and the Foreign Information Plan for the period of 2021-2025 of the sector; innovating, being proactive, and adaptive to maximize the potential, opportunities, and favorable conditions of international cooperation and integration processes for the development of the sector; continuing to affirm the position and image of VSS as a reliable friend, active member, and responsible community of social security in the region and internationally; aiming towards the celebration of 30 years since the establishment of the sector.

Specific objectives continue to be thoroughly implemented throughout the sector in terms of implementing the Unified Management Regulation on Foreign Affairs Activities of the sector. Implementing foreign affairs tasks to serve the sector's key programs in 2024.

Strengthening foreign communications towards the celebration of 30 years since the establishment of the sector through VSS delegations going abroad, on the occasion of international partners working with the VSS; through foreign affairs activities and international cooperation of the sector.

Actively participating in the implementation of the Agreement between the Socialist Republic of Vietnam Government and the Government of the Republic of Korea on Social Insurance. Signing and organizing the implementation of international agreements between the VSS and international organizations, partners towards the celebration of 30 years since the establishment of the sector.

Actively engaging in bilateral and multilateral cooperation activities, being proactive, actively contributing, and leveraging leadership roles in regional and global social security forums. Emphasizing timely attraction, mobilization, and effective management of international resources, both financial and technical, making good use of opportunities from new trends to build a modern and developed sector.
